The Maryland State Police, Prince George's County Police, University of Maryland Police, College Park City Police, if any, and the City of College Park Parking Enforcement Division are authorized to enforce all of the provisions of this chapter.

Any person who shall violate any provision of this chapter or fail to comply with its requirements or the owner of any vehicle in violation of this chapter or who has failed to comply with its requirements shall, upon conviction, be subject to a fine as set forth in Chapter 110, Fees and Penalties, unless the fine for a specific violation is specified elsewhere in this chapter. Upon failure to pay such fine, the offender may be committed to jail for a period as set forth in Chapter 110, Fees and Penalties.
The Mayor and Council may establish permit fees to reimburse the city to the extent of the costs of administering permit parking.

It shall be the duty of a bonded City employee to make regular collections of the money deposited in parking meters and it shall be the duty of such person so designated to remove from the parking meters the containers therein containing the coins so deposited in said meter, to place them in a locked container so provided for such occasion and to deliver such locked container to the Finance Department

Whenever the owner of any motor vehicle or the person, firm or corporation entitled to the possession of any motor vehicle or part thereof in the custody of the City of College Park cannot be located and fails to claim said motor vehicle or part thereof for a period of 30 days after said motor vehicle or part thereof came into the custody of said city, the same may be disposed of by the city at public sale at some place which shall be convenient and accessible to the public at any time between the hours of 10:00 a.m. and 6:00 p.m., provided that the time, place and terms of said sale, together with a full detailed description of said motor vehicle or part thereof shall be inserted in one or more newspapers published in the city or county where said sale is to take place at least once each week for two successive weeks prior to said sale, and provided further that a registered notice shall be mailed at least 10 days prior to said sale to the owner and lienholder, if any, shown on the records of the Maryland Department of Transportation Motor Vehicles Administration or to the person, firm or corporation entitled to the possession of said motor vehicle or part thereof if his/her or its address is known or if it can be ascertained by the exercise of reasonable diligence.
A. 
If said address cannot be ascertained by the exercise of reasonable diligence, then such notice shall not be required to be given.
B. 
Any excess in the amount of the selling price of said motor vehicle or part thereof at said sale, over and above the expenses thereof and the amount of the storage and repair charges incurred by the city during the period in which said motor vehicle or part thereof was in its custody and after the payment of all liens to which said motor vehicle or part thereof may be subject, in order of their priority, shall be accounted for and remitted by said city to the Finance Director, who shall create a special fund therefor.
C. 
If the owner or person, firm or corporation entitled to the possession of said motor vehicle or part thereof shall present to the City of College Park a claim for such excess at any time within one year from the date of the sale, the Finance Director, with the authorization and consent of the Mayor and Council, shall draw a warrant upon said special fund for such excess, and such excess thereupon shall be paid by the Finance Director to said owner or person, firm or corporation entitled to the possession of said motor vehicle, or part thereof.
D. 
If no claim for the excess is made within one year from the date of the sale, said excess shall be transferred from the special fund to the general funds of the City of College Park to be expended and used as are other fees collected by the city.
A. 
[1]Content of report. If the City Manager shall determine that changes are necessary in the existing traffic regulations and/or the placement of traffic control devices within the city, he/she shall prepare for the consideration of the Mayor and Council a report, which report shall contain the following items:
(1) 
A statement of the existing traffic regulations and/or placement of the existing traffic control devices.
(2) 
A statement of the causes necessitating the proposed change or changes.
(3) 
A statement of the proposed changes.

B. 
Action on report; failure of Mayor and Council to act.
(1) 
The report shall be presented to the Mayor and City Council at a regular meeting. The Mayor and City Council shall take the report under advisement and may accept or reject or modify said report by resolution.
(2) 
If the Mayor and City Council fail to take action on said report at the next following meeting of the same, the proposed changes in the traffic regulations and/or placement of traffic control devices shall be deemed enacted and shall take effect upon the 20th day following the above-mentioned next following meeting of the Mayor and Council.
The city shall maintain at all times a properly indexed file of all such traffic regulations and/or descriptions of the placement of traffic control devices. Copies of the same shall be available upon request to interested citizens.
A. 
Mayor and Council. The Mayor and Council shall have the authority for and be responsible for the promulgation of traffic regulations and the installation of traffic control devices within the city.
B. 
City Manager. The City Manager shall have the authority to control parking, speed, direction and stopping of traffic under emergency or unusual conditions.[1]

A. 
Reservation of powers. Nothing in this chapter shall be construed as limiting the authority of the city to further regulate parking of vehicular or pedestrian traffic.
B. 
Exercise of police power. This entire chapter shall be deemed and construed to be an exercise of the police power of the City of College Park in the State of Maryland for the preservation and protection of public safety and all of its provisions shall be liberally construed with a view to the effectuation of such purpose.
