From and after the effective date of this chapter, in any instance in which the Town shall supply water to any building, dwelling, apartment, living unit or other structure for which an impact fee pursuant to Chapter 134 of this Code is not assessed, a special benefit assessment is hereby levied and imposed, payable prior to issuance of a building permit, upon the owner or owners of such property or properties to be served, in the amount or amounts as follows:
A. 
Dwellings or dwelling units, including mobile homes:
(1) 
Each single-family dwelling unit or each unit in a multifamily dwelling unit: $1,000.
B. 
Planned unit developments (single developments):
(1) 
Each dwelling unit constructed by a developer: $1,000.
C. 
Industrial manufacturing:
(1) 
Minimum, includes a building containing up to 5,000 square feet total floor space: $1,000.
(2) 
Next 10,000 square feet: $0.15 per square foot.
(3) 
Next 15,000 square feet: $0.13 per square foot.
(4) 
All over 30,000 square feet: $0.12 per square foot.
D. 
Industrial warehousing:
(1) 
Minimum, includes a building containing up to 2,000 square feet total floor space: $350.
(2) 
Next 3,000 square feet: $0.13 per square foot.
(3) 
Next 5,000 square feet: $0.10 per square foot.
(4) 
Next 19,000 square feet: $0.09 per square foot.
(5) 
All over 30,000 square feet: $0.08 per square foot.

In any instance in which an existing structure is altered to add additional dwelling units or business units or business offices and an impact fee pursuant to Chapter 134 of this Code is not assessed, there shall be imposed a special benefit assessment in accordance with the schedule hereinbefore set forth. Expansion of existing structures shall be allowed credit for previously paid special benefit assessments in all types of uses.

In an instance in which a school or college expands existing structures or constructs new buildings for nonresident use and an impact fee pursuant to Chapter 134 of this Code is not assessed, there shall be imposed a special benefit assessment in accordance with § 132-8D, Industrial warehousing. In the instance where a school adds or expands its residential buildings, a special benefit assessment shall be imposed in accordance with § 132-8A, Dwellings and dwelling units, or, in the event of the construction of dormitories, § 132-8E, Schools and colleges, including dormitories, shall be applicable.
In situations where no specified category is provided for in this chapter, the Town Council shall determine the applicable special benefit assessment to be charged, but in no case shall such charges exceed those existing in this section.
