Upon completion of collection, the owner shall remove all receptacles away from the curb or street line to his own premises.
D.
The Commissioners of Leonardtown[1] and their duly authorized officers, agents and employees shall be empowered to waive or amend the requirements of Subsection C where curbside collection would result in undue hardship due to age or handicap. Such waiver must be requested, in writing, by the residential unit occupant, and each such request for waiver will be determined on its own merits.
