The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic, or in compliance with the directions of a police officer
or official traffic control device.

The parking of vehicles is hereby prohibited on all highways within the Village between the hours of 2:00 a.m. and 6:00 a.m. in the following districts designated by Chapter 220, entitled "Zoning," Article III, entitled "Zoning Districts and Maps," unless said vehicle or device has obtained a permit pursuant to § 208-34B, entitled On-street parking, § 208-13 established by said Zoning Chapter.
