There is hereby established in the Township of Penn a real estate registry which shall be under the direction of the Board of Commissioners of the Township of Penn; said registry shall be kept by an authorized person designated by the Board of Commissioners of the Township of Penn.
All owners of rented, leased or occupied dwelling units and commercial establishments within the corporate limits of the Township of Penn shall furnish to the Township of Penn the names and addresses of each tenant, lessee or occupant of either a dwelling unit or commercial structure owned as aforesaid.

Upon the change of occupancy or tenancy in either a dwelling unit or commercial structure, the owner shall, within 30 days of the date of change of occupancy or tenancy, notify the Township of Penn of said change and shall provide to the Township of Penn the name and address of the new occupant, tenant or lessee therein.
The Township of Penn shall establish a form for reporting purposes by the owners of properties leased, rented or otherwise occupied within the corporate limits of the Township of Penn.
Any person or corporation violating the provisions of this chapter, if convicted thereof before a District Justice having jurisdiction, shall be ordered to pay to the Township of Penn a fine not exceeding $600 for each violation, plus costs, and in default may be subject to imprisonment not to exceed 30 days. Each violation shall be subject to the same fine as herein set forth.
