During the period from November 1 through March 31 of the succeeding year, all roads, streets and highways in the Township of Penn are hereby declared to be subject to temporary no parking restrictions when, in the discretion of the Chief of Police or of the Road Superintendent of the Township of Penn, it is determined that no parking is necessary along a certain street.
After said determination of no parking has been made, the Chief of Police of the Township of Penn is hereby authorized and directed to notify all property owners in the area so affected that they shall restrict their parking pursuant to the direction of the Chief of Police.

In the event that the property owner or the operator of a vehicle refuses to remove his car after he has been so notified by the Chief of Police or his authorized agent or representative, he shall be subject to a fine of not more than $600, plus costs, and in default of payment to imprisonment for not more than 30 days, upon conviction before a District Justice empowered to hear said actions.
