'The basic requirements of this chapter may be modified in the design and development of mobile home parks to the extent of and in accordance with the following minimum standards:
A. 
Mobile home lots.
(1) 
Generally, mobile home lots should be diagonal to the street at an angle of 30º from perpendicular.
(2) 
A total area of 25 acres shall be provided for each mobile home park, and not less than 5,000 square feet shall be provided for each single-width mobile home lot and 7,200 square feet for each double-width mobile home lot.
(3) 
The minimum width of each mobile home lot shall be 50 feet for each single-width mobile home lot, measured perpendicularly to the depth of the space, and 60 feet for each double-width mobile home lot.
(4) 
The minimum depth of each mobile home lot shall be not less than 100 feet, or 30% longer than the mobile home, whichever requirement is greater.
(5) 
The longitudinal gradient and cross slope of any mobile home lot shall not exceed 5%, except for terracing at the periphery, and the minimum slope in any direction shall be 1%.
(6) 
Each mobile home shall be located not less than 50 feet from any lot line of the park; not less than 30 feet from the front of its own lot or from the curb or edge of the shoulder of any park street; and from any other building not less than 10 feet from any side or rear mobile home lot line.
(7) 
Mobile homes shall be supported on masonry or concrete foundation piers extending at least three feet below finished grade, and such foundations shall be capable of bearing the mobile home weight without settlement. Such installation shall be completed within 30 days of arrival of the mobile home on the lot.
(8) 
The mobile home foundation shall not heave, shift or settle unevenly under the weight of the mobile home due to frost action, inadequate drainage, vibration or other forces acting on the superstructure.
(9) 
The mobile home foundation shall be provided with anchors and tie-downs, such as deadmen eyelets embedded in concrete foundations or runways, screw augers, arrowhead anchors or other devices securing the stability of the mobile home.
(10) 
The area below the mobile home extending to the ground shall be enclosed with a continuous skirting which is ventilated to inhibit structural deterioration.
(11) 
Each mobile home lot shall have a paved patio of at least 190 square feet. The least dimension shall not be less than 8 feet.
(12) 
No enclosed permanent addition to a mobile home shall be permitted in a mobile home park. Paved patios may be covered by overhead structures such as an awning or roof, provided that such structures are not enclosed and are securely fastened to the mobile home and to the adjacent ground.
(13) 
No mobile home lacking its own toilet, bathing, cooking and food storage facilities, all in working condition, shall be permitted in a mobile home park.
B. 
Park streets. The streets, exits and entrances shall be all-weather, consisting of at least a six-inch stone or slag base course, a one-and-one-half-inch bituminous binder course and a three-fourths-inch bituminous wearing course or approved equal, constructed and maintained to the following minimum widths:
(1) 
At entrances, exits and where parking is permitted on both sides, the minimum width shall be 34 feet.
(2) 
In all other cases, the minimum width shall be 28 feet.
(3) 
The above may be reduced by 10 feet in the case of one-way traffic, the utilization of which shall be subject to the approval of the Board.
(4) 
Cul-de-sac streets shall be provided with a turnaround having an outside roadway diameter of at least 90 feet.
(5) 
The pavement edge at all intersections shall have an inside radius of at least 30 feet.
(6) 
Street grades shall not exceed 8%, and adequate transition shall be made at grade changes for the maneuvering of mobile home units.
(7) 
Fire hydrants shall be provided by the developer at street intersections and shall be spaced at a minimum distance of 1,200 feet between hydrants.
(8) 
All other basic street and intersection design standards of this chapter not modified above shall apply.
C. 
Curbs and sidewalks. Curbs and sidewalks shall be provided and constructed according to the basic standards of this chapter; however, curbs may be the rolled type, and the width of sidewalks may be reduced to three feet.
D. 
Buffer yards and screening. All property boundaries shall be screened as required by § 190-58 of Chapter 190 of the Code of the Township of Penn.

E. 
Recreation area. A common, usable recreation area shall be provided and maintained for the benefit of the mobile home park residents. The size, location and design of such area shall be subject to approval by the Board upon recommendation by the Planning Commission.

F. 
Off-street parking.
(1) 
There shall be two off-street parking spaces, not less than 10 feet wide by 18 feet long, for each mobile home space in the mobile home park.

(2) 
Parking areas designed to serve several mobile homes shall be no further distant than 100 feet from the farthest mobile home to be served. If joint parking areas are not proposed, each mobile home lot shall provide its own parking area which has a dust-free, stabilized surface. On-street parking shall not be permitted in the mobile home park.
G. 
Park lighting. Each mobile home park shall be furnished with lighting so as to adequately illuminate driveways and walkways for the safe movement of vehicles and pedestrians at night.
H. 
General. Water supply, sanitary sewerage, stormwater drainage, easements, utility line location, erosion and sediment control and site planning shall be in accordance with the basic sections of this chapter related thereto, the provisions of §§ 156-27 and 156-28 of this chapter and the requirements of the Commonwealth of Pennsylvania.
I. 
Nonresidential uses. All nonresidential uses shall be prohibited except for the following facilities directly related to the mobile home park: a management office, park maintenance and recreation facilities and a laundry and community building.

The basic requirements of this chapter may be modified in the design and development of campgrounds to the extent of and in accordance with the following minimum standards:
A. 
Unit accommodations.
(1) 
Generally, vehicle parking spaces shall be diagonal to the street at an angle of 30º from perpendicular.
(2) 
An area of not less than 2,000 square feet shall be provided for each unit accommodation.
(3) 
The minimum width of each vehicle parking space shall be 10 feet, measured perpendicularly to the depth of the space.
(4) 
The minimum depth of each vehicle parking space shall be not less than 55 feet to accommodate recreational vehicles and tow vehicles without unhitching.
(5) 
Each vehicle parking space shall be located not less than 30 feet from the front lot line of the park nor less than 20 feet from the side and rear lot lines of the park nor less than 10 feet from the curb or edge of shoulder of any park drive and from any building or other vehicle.
B. 
Travelways. The driveways, exits, entrances and vehicle parking spaces shall be all-weather, consisting of at least a four-inch compacted stone or slag base course, topped with crushed stone or approved equal, constructed and maintained to the following minimum widths and general standards:
(1) 
Twenty-two feet shall be the minimum width in the case of two-way drives.
(2) 
Twelve feet shall be the minimum width in the case of one-way drives.
(3) 
Cul-de-sac drives shall be provided with a turnaround having an outside roadway diameter of at least 90 feet.
(4) 
The driveway edge at all intersections shall have an inside radius of at least 30 feet.
C. 
Screening. All campgrounds shall be provided with a screen planting along all property lines of the park, which shall consist of a mix of sizes and types of plant materials which meets the standard of providing a compact, year-round visual screen at least six feet in height and at least 15 feet in depth, as measured from the property line.
D. 
Utilities and sanitation.
(1) 
Each vehicle stand shall be provided with individual electrical, sewerage and water connections.
(2) 
Each campground shall be provided with a public comfort station with showers and a sheltered drinking fountain.
(3) 
Each campground shall be provided with a sanitary station for the disposal of wastes from vehicle holding tanks.
(4) 
All sewerage and water facilities including supply and disposal methods shall comply with the applicable standards, rules and regulations of the Pennsylvania Department of Environmental Protection, and evidence of such compliance shall be provided by the applicant prior to plan approval.
(5) 
The spatial and utility requirements pertaining to individual stands may be modified in the case of stands designed exclusively for tent accommodations.
E. 
General. Stormwater drainage, easements, utility line location erosion and sediment control and site planning shall be in accordance with the basic sections of this chapter related thereto, and the provisions of § 156-27 of this chapter shall also apply.
