A. 
Across the United States, natural and human-caused disasters have led to increasing levels of death, injury, property damage, and interruption of business and government services. The toll on families and individuals can be immense, and damaged businesses cannot contribute to the economy. The time, money, and effort spent to respond to and recover from these disasters divert public resources and attention from other important problems and programs. Doña Ana County, New Mexico, recognizes the consequences of disasters and the need to respond quickly to reduce the impacts of natural and human-caused hazards.
B. 
The Doña Ana County/City of Las Cruces Office of Emergency Management, the Local Emergency Planning Committee (LEPC) composed of County residents and responsible officials have prepared this All-Hazard Emergency Operations Plan for Doña Ana County, New Mexico.
C. 
This plan was prepared in accordance with local responsibilities to meet the requirements of the Federal Emergency Management Agency (FEMA) Guide for All-Hazard Emergency Operations Planning State and Local Guide (SLG 101). It also meets the requirements of the New Mexico Department of Homeland Security and Emergency Management (NMDHSEM) Crosswalk, and FEMA's Managing the Emergency Consequences of Terrorist Incidents Guideline. Also included are provisions to meet SARA Title III requirements for the Local Emergency Planning Committee for hazardous materials planning.

The Doña Ana County/City of Las Cruces All-Hazard Emergency Operations Plan adopted February 2011 as Resolution No. 2011-22 is hereby approved and adopted as the official All-Hazard Emergency Operations Plan for Doña Ana County and the City of Las Cruces, superseding any previous emergency operations plans.[1]

This plan will be reviewed annually, and changes to the Basic Plan will require approval by Doña Ana County and the City of Las Cruces and the governing body of the participating entities. Changes to the Emergency Support Functions (ESFs) and Hazard Annexes will be facilitated as needed by the Doña Ana County/City of Las Cruces Office of Emergency Management and will not require Commission approval.

A. 
In accordance with the All Hazard Emergency Management Act (NMSA 1978, §§ 12-10-1 through 12-10-10), the County hereby designates the Office of Emergency Management to establish and carry out an all-hazard emergency management program. The Supervisor of the Office of Emergency Management shall serve as the Emergency Manager for the County and shall report directly to the County Manager.
B. 
The Office of Emergency Management shall work with relevant local, state, and federal agencies and nongovernmental organizations to develop appropriate prevention, mitigation, preparedness, response, and recovery plans and capabilities for threats likely to cause a disaster in the County.
C. 
The Office of Emergency Management shall ensure that appropriate County entities are compliant with the National Incident Management System, they have continuity of operations and continuity of government plans in place, and their personnel have appropriate training for their potential roles in disaster response and recovery.
D. 
The Office of Emergency Management may share responsibilities and expenses with other jurisdictions, but any agreements for such operations shall be brought before the Board of County Commissioners for approval. At the County Manager's discretion, jurisdictions who are contributing to Office of Emergency Management operations may be consulted for actions involving the Office, and may participate in hiring processes related to the Supervisor of the Office of Emergency Management.
