Pursuant to Section 11 of the Uniform Fire Safety Act (P.L. 1983 c. 383)[1], the New Jersey Uniform Fire Code (N.J.A.C. 5:70-1 et seq.) shall be locally enforced in the County of Gloucester.

The local enforcing agency shall be the Gloucester County Fire Marshal’s Office. The County Fire Marshal’s Office shall hereinafter be known as the local enforcing agency.

A. 
The local enforcing agency shall enforce the Uniform Fire Code in all buildings, structures, and premises within the established boundaries of the County of Gloucester other than one and two unit owner-occupied dwellings used exclusively for dwelling purposes and buildings, structures, and premises owned or operated by federal government, interstate agencies or the state.
B. 
The local enforcing agency shall faithfully comply with all the pertinent requirements of the Uniform Fire Safety Act and the Uniform Fire Code.

The Township of South Harrison shall defer to the Gloucester County Fire Marshal’s Office Ordinance for matters governing Organization, appointments, qualifications, term of office, removal, inspections of both life hazard uses and non-life hazard uses, permits and inspection fees, Board of Appeals, enforcement, violations and penalties, and any other provisions of the Gloucester County Fire Marshal’s Office Ordinance not otherwise inconsistent with this chapter.

A. 
All properties within the Township of South Harrison having an automatic fire alarm or fire sprinkler suppression system shall be equipped with a rapid entry key box. Nothing herein contained shall be construed to require such installations within residential one- or two-family dwellings.
B. 
The aforesaid key box shall be of a UL type and approved by the local enforcing agency identified within § 74-2.
C. 
Key box contents. The rapid entry key boxes shall contain the following:
(1) 
Keys to locked points of egress, whether on interior or exterior of such buildings;
(2) 
Keys to all locked mechanical rooms;
(3) 
Keys to locked elevator rooms;
(4) 
Keys to elevator controls;
(5) 
Keys to any other areas as directed by the local enforcing agency in order to serve the purposes of this section; and
(6) 
A floor plan sketch of the premises identifying all rooms labeled with the use of such rooms. This sketch need not be to scale, but shall be prepared to reasonably provide rapid identification of the use and accesses to all rooms.
D. 
Time for compliance. All existing buildings subject to this section shall comply within 12 months of the effective date hereof. All newly constructed buildings, not yet occupied, or buildings currently under construction, shall comply immediately upon occupancy.
E. 
Penalties. Any building owner violating this section shall be subject to penalties as set forth in the Uniform Fire Code.
