The Mayor and Borough Council shall have full
control of the entire sewer system.
The sewer system of the Borough shall consist
of main sewers laid longitudinally along the streets and house sewers
extending from main sewers to within five feet of the buildings.
No person shall injure, break or remove any
part of the sewer system or throw, deposit or cause to be thrown in
any sewer opening, sink, water closet or other receptacle connecting
with the sewer system any fluid or substance whatever, other than
household sewage, unless special permit shall be given by the Borough
Council.
The Borough Council may cut off and prevent
from discharging into the sewer system any house lateral or connection
of any kind through which materials or fluids of any kind are discharged
that are liable to injure or obstruct the sewer system.
The house plumbing system consists of plumbing
work within the buildings and to the end of the iron pipe five feet
outside of the building and shall be under the control of the Board
of Health. Such system shall be connected with the house laterals
to the sewer in accordance with the provisions of this Code, any other
Borough ordinances and the rules and regulations of the Board of Health.

In the event of any unpaid sewer rental in the
jurisdictions specified in this section, interest of 6% per annum
shall be added to every bill rendered quarterly to the Borough of
North Caldwell, the Borough of Essex Fells, the Borough of Roseland,
the Borough of Fairfield and the Township of West Caldwell that has
not been paid after the date on which the bill shall become due.

Any person violating any of the provisions of
this article shall, on conviction therefor, be punishable by a fine
not exceeding $2,000, imprisonment for a term not exceeding 90 days,
a period of community service not exceeding 90 days, or any combination
thereof; and, in addition thereto, pay the amount required to make
good the damage caused by him to the sewer system or any part thereof.
