The operating authority and all participating
municipalities are hereby directed to do each of the following acts:
A. Cease the further approval of sewer connections to
the treatment works.
B. Condition the approval of any building projects (by
way of preliminary or final subdivision approval or other form of
approval) which will require or modify a sewer connection, upon the
terms and requirements of this article and applicable state law.
C. Give notice of the sewer connection ban to the Department,
to residents of the affected area, landowners therein, local planning
boards and other persons or legal entities affected by the ban within
10 days of the effective date of the ban and at intervals of no more
than six months in a manner reasonably expected to be received by
such persons.

Any person violating any of the provisions of
this article shall, upon conviction, be subject to a fine not exceeding
$2,000, imprisonment for a term not exceeding 90 days, a period of
community service not exceeding 90 days, or a combination thereof.
