As used in this article, the following terms shall have the meanings hereinafter indicated:
PUBLIC STREET
The entire width of any highway, road, avenue or alley under the control of the Township of Carneys Point and used or available for the purposes of vehicular travel.
QUASI-PUBLIC AREA
Semipublic or private roads, streets, driveways, parkways, parking areas or other roadways open to or used by the public, tenants, employees and others for the purposes of vehicular travel.
Except as provided in § 100-23 hereof, it shall be unlawful for any person, firm or corporation to construct, place or maintain any bumps, fences, gates, bars, pipes or other obstructions in or on any public street or quasi-public area in Carneys Point Township.
Any person, firm or corporation violating the provisions of this article shall, upon conviction, be subject to a fine not exceeding $1,000, a term of imprisonment in the Salem County Correctional Facility, or both. Each act of violation and every day during which a violation occurs shall constitute a separate offense.
The provisions of § 100-21 of this article shall not apply to the following:
A. 
Any person, firm or corporation which maintains speed bumps constructed prior to May 1, 2002.
B. 
Any person, firm or corporation which constructs and maintains speed bumps on quasi-public property pursuant to an approval granted by the Carneys Point Township Planning Board.
C. 
Any person, firm or corporation which constructs and maintains speed bumps on quasi-public property or on public streets pursuant to an approval granted by the Carneys Point Township Committee.
