As used in this chapter, the following terms shall have the meanings indicated:
LAUNDROMAT
A business conducted in a commercial building wherein there is located one or more automatic or coin-operated machines used for the washing and drying of wearing apparel and similar materials.
PERSON
Includes a corporation, association, firm and partnership, as well as an individual.
No person shall operate or maintain a laundromat in the Township of Carneys Point except in conformity with the provisions of this chapter.
A. 
Machines used for the washing and/or drying of materials shall be at all times maintained in a proper working order and in a clean and sanitary condition.
B. 
Machines shall be installed, operated and maintained in such a manner as to be safe to prudent users and free from unreasonable noise or vibration.
The entire premises devoted to operation of the laundromat shall be kept clean and dry, adequately ventilated and lighted and in a good state of repair.
It shall be unlawful for any laundromat to commence operation before 7:00 a.m. or to operate after 11:00 p.m. (prevailing time); provided, however, that machines which have been started before 11:00 p.m. need not be stopped until the operation has been completed, but no machine shall be started after 10:30 p.m.
Loitering shall not be permitted in or upon the premises wherein any laundromat business is conducted, and the owner or operator of such business shall be charged with the responsibility of maintaining peace and order on the premises so as to avoid unnecessary noise and disturbance to the neighborhood at all hours.

Any person violating or failing to comply with any of the provisions of this chapter shall, upon conviction thereof, be subject to the payment of a fine not exceeding $1,000 or by imprisonment in the County jail for a term not in excess of 90 days, or both.
