§ 2-169 Acting Chief Administrative Officer.

No. 7497 , § 1, 3-13-1986 ] By letter filed with the City Clerk, the Chief Administrative Officer shall designate a qualified person to exercise the powers and perform the duties of the Chief Administrative Officer during the temporary absence or disability of the Chief Administrative Officer. During such absence or disability, the Council may revoke such designation at any time and appoint another qualified person to serve.

§ 2-170 Powers and duties.

Ch 2 Art IV Div 4 City Clerk

§ 2-181 Appointment by Council.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The Council shall appoint a suitable person as City Clerk at its first regular meeting after the general election or as soon thereafter as possible. The Council may appoint a City Clerk any time such position shall be vacant. The City Clerk shall serve at the pleasure of the Council.

§ 2-182 Qualifications.

[ Ord. No. 7497 , § 1, 3-13-1986 ; Ord. No. 7785 , § 1, 7-21-1985 ] The City Clerk shall be at least 21 years of age and shall satisfy all of the qualifications that may be imposed upon such office from time to time by state law, and such person shall devote full time to the duties of the office.

§ 2-183 Compensation.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The City Clerk shall receive compensation for services rendered at the salary established from time to time by the Council.

§ 2-184 Duties generally.

No. 7497 , § 1, 3-13-1986 ] The City Clerk shall: (1) Perform all duties imposed upon such office by the laws of the State of Missouri, the City Charter, the ordinances of the City, and such other duties as may be imposed by the Council consistent with such laws and ordinances. (2) Attend all regular and special meetings of the Council and keep minutes of the proceedings and the journal of such proceedings. (3) Conduct all City elections or the appropriate part thereof when an election is being conducted jointly with St. Louis County. (4) Authenticate by signature of the City Clerk and record all ordinances, resolutions and proclamations passed by the Council and serve as custodian of such ordinances, resolutions and proclamations. § 2-185 Direction and supervision.

§ 2-186 Removal from office.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The City Clerk may be removed from office at any time with or without cause by the City Council.

§ 2-187 Title of position.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The title of the position described herein shall always be referred to with the full title of "City Clerk."

§ 2-188 Deputy City Clerk.

[ Ord. No. 10520 , 9-20-2018 ] (a) There is hereby created the position of Deputy City Clerk. (b) The City Clerk shall appoint a qualified person as Deputy City Clerk. (c) The Deputy City Clerk shall receive as full compensation for his/her services a stated salary to be fixed by the City Council in lieu of any and all other remuneration. (d) The Deputy City Clerk shall perform all duties as assigned by the City Clerk. (e) In the absence of the City Clerk, the Deputy City Clerk shall be subject to the direction and supervision of the City Council.

Ch 2 Art IV Div 5 Municipal Judge

[1] Editor's Note: Chapter 15 , Municipal Court, also contains provisions pertaining to the Municipal Judge. In the event of conflict between the provisions in Ch. 15 and those in this division, presumably the latter provisions shall prevail. Former Div. 5, Director of Finance, was repealed at time of adoption of Code (see Ch. 1 , General Provisions, Art. II ). See now Art. V , Div. 2, below.

§ 2-221 Appointment by Council; term; qualifications.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The Council shall appoint an officer who shall have the title of Municipal Judge. The Municipal Judge shall be appointed for a term of two years unless otherwise provided by law. The person appointed to such position must have the following qualifications: (1) Licensed to practice in the state. (2) A resident of the City. (3) At least 21 years of age and under the age of 75 years during the term of appointment. (4) Not otherwise an officer or employee of the City.

§ 2-222 Powers and duties.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The Municipal Judge shall have such powers and duties as are conferred upon such officers by the laws of the state.

§ 2-223 Provisional Municipal Judge.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The Mayor shall appoint a person to the position of Provisional Municipal Judge who shall have the same qualifications as the Municipal Judge. The Provisional Municipal Judge shall serve as Municipal Judge in the event the Municipal Judge is unable to perform such duties of office due to absence, illness or disqualification to hear certain matters.

§ 2-224 Compensation.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The Council shall, by ordinance, fix the compensation of the Municipal Judge and Provisional Municipal Judge.
