§ 2-519 Composition; appointment; terms.

No. 9221 , § 1, 2-6-2003 [1] ] The Planning and Zoning Commission shall consist of nine members, all of whom shall be residents of the City. The nine resident members shall be appointed by the City Council for a term of four years, and any person chosen to fill a vacant position shall be appointed to serve the balance of such term. The Commission shall also include the Mayor, if the Mayor chooses to be a member, and a member of the Council selected by the Council, if the Council chooses to have a member serve on the Commission [1] Editor's Note: Amended at time of adoption of Code (see Ch. 1 , General Provisions, Art. § 2-520 Removal of members.

[ Ord. No. 7497 , § 1, 3-13-1986 ] A member of the Planning and Zoning Commission may be removed by the City Council only after a public hearing during which good cause for removal is shown. Four unexcused absences in succession shall constitute a presumption of good cause for purposes of removal.

§ 2-521 Organization.

[ Ord. No. 7497 , § 1, 3-13-1986 ] The Planning and Zoning Commission may elect from among its members its own Chairman, Vice Chairman, Secretary and Treasurer, and from time to time provide such rules and regulations, not inconsistent with the provisions of this Code and other ordinances of the City, for its own organization and procedure as it may deem proper.

§ 2-522 Employment of assistants; appropriations for expenses.

No. 7497 , § 1, 3-13-1986 ] The Planning and Zoning Commission may employ such City planners, engineers, clerks and other persons as authorized by the City Council, which shall provide, by proper appropriation or ordinance, salaries and compensation and other necessary expenses of the Commission and its members.

§ 2-531 Created; purpose.

No. 10702 , 2-18-2021 [1] ] (a) An Architectural Review Board is hereby created and established for the purpose of promoting high standards of architectural design, thereby serving the general welfare of the community. The purpose for having architectural review is to ensure that the architectural design of proposed new buildings, renovations, additions, and signs, in designated areas, are in harmony with the architectural scheme of the building, site, and surrounding area as well as contributing to sense of place found in the City's neighborhoods, gateways, and business activity areas. § 2-532 Composition; terms; removal; vacancies.

§ 2-533 Organization.

[ Ord. No. 10702 , 2-18-2021 ] (a) The Architectural Review Board shall elect from its members a Chairman and Vice Chairman. (b) The Chairman and Vice Chairman shall be elected for a term of one year but shall hold the office until a successor has been elected. (c) The Vice Chairman is to act as Chairman in the absence of the Chairman.

§ 2-534 Rules of procedures; meetings.

§ 2-535 Powers and duties.

No. 10702 , 2-18-2021 ] The Architectural Review Board shall have the authority to review building plans for new construction, exterior renovations, or additions to structures, as well as permanent signs, as designated in Chapter 25 , Article II , § 25-21 , of the Municipal Code of Ordinances.

Ch 2 Art VII Div 4 Youth Advisory Commission

§ 2-543 Created; Composition.

No. 10711 , 4-15-2021 [1] ] A Youth Advisory Commission ("YAC") is hereby created and established for the purpose of providing the youth of Kirkwood with an awareness of matters and activities taking place within the City, and to allow the members of YAC to provide input to the City Council, the Administration and designated Boards and Commissions. The YAC shall consist of eleven (11) members nominated by the Mayor and approved by the City Council. The members of YAC are encouraged to submit the names and qualifications of potential new members to the Mayor. § 2-544 Terms; Vacancies; Quorum.

[ Ord. No. 10711 , 4-15-2021 ] The first term of four (4) members shall be three (3) years; the first term of four (4) members shall be two (2) years; and the first term of three (3) members shall be one (1) year. Thereafter, the terms of all successors shall be for three (3) years. Each member shall serve until a successor is duly appointed. In the event of death, resignation or removal of any member, a successor shall be appointed to serve the unexpired term for which such member has been appointed. A quorum shall consist of six (6) members.

§ 2-545 Organization.

[ Ord. No. 10711 , 4-15-2021 ] The members of the YAC shall elect officers, consisting of a Chairperson, a Vice Chairperson and a Secretary. The Chairperson shall preside over the meeting and the Vice Chairperson shall serve in the absence of the Chair. The Secretary shall keep minutes of the meetings. Such officers shall serve a term of two (2) years or until their successors are elected.

§ 2-546 Regular Meetings.

[ Ord. No. 10711 , 4-15-2021 ] The YAC shall conduct meetings at least once a month on a regular day and time as established by the YAC. An additional monthly meeting may be established and conducted if a majority of the members of the YAC determine to do so. Special meetings may be called by the Chairperson or a majority of the members.

§ 2-547 Duties.

No. 10711 , 4-15-2021 ] The duties of the YAC are as follows: (a) Interact with and provide input to the Mayor, City Council, Chief Administrative Officer and the Park Board, Human Rights Commission, Kirkwood Arts Commission and the Greentree Committee concerning any new programs or changes in existing programs to encourage participation and involvement of young residents of the City; (b) Assist and address any issue or matter brought to the YAC by the City Council, the Chief Administrative Officer or the aforementioned designated Boards, Commissions and Committee; (c) Research and propose initiatives and programs to the City Council and the Chief Administrative Officer on any matter affecting the youth, including, but not limited to, programs, ser...
