§ 1-21 Altering or tampering with Code.
It shall be unlawful for anyone to improperly change or amend, by additions or deletions, any part or portion of the Code of the Town of Stratford or to alter or tamper with such Code in any manner whatsoever which will cause the law of the Town of Stratford to be misrepresented thereby. A violation of this section shall be punishable, upon conviction, by a fine not to exceed $100.

Ch 5 Art I Conservation Commission
[Adopted as Secs. 2-23 through 2-31 of the 1963 Code]
§ 5-1 Purpose.
The purpose of the Conservation Commission is to promote the development and conservation of natural resources, including water resources, within the Town.
§ 5-2 Membership; appointments.
[Amended 5-10-1971 ; 10-15-1985 ; 9-13-1999 by Ord. No. 99-10 ; 5-8-2006 by Ord. No. 06-09 ] The Conservation Commission shall consist of nine members and three alternates, appointed by the Mayor. One member shall be appointed from the Town Council and the remaining members and alternates from the Town electorate. Alternates shall sit in the place of a member at the direction of the Chairman of the Committee.
§ 5-3 Terms of office.
[Amended 5-10-1971 ; 10-15-1985 ; 9-13-1999 by Ord. No. 99-10 ] A. The member appointed from the Town Council shall hold the position for a period that runs coterminously with his/her two-year term on the Town Council. B. The eight members from the Town electorate shall be appointed to four-year terms which shall expire on September 30 four years from the date of appointment, with two members being appointed each year so as to provide for an even rotation of members. The three alternates appointed from the Town electorate shall be appointed to three-year terms which shall expire on September 30 three years from the date of appointment, with one alternate being appointed each year.
§ 5-4 Chairman.
The Chairman of the Conservation Commission shall be appointed by vote of the majority of the members of the Conservation Commission.
§ 5-5 Removal of members.
[Amended 5-8-2006 by Ord. No. 06-09 ; 3-12-2007 by Ord. No. 07-03 ] The Mayor may remove, for cause, any individual member of the Conservation Commission by notice in writing.
§ 5-6 Vacancies.
[Amended 5-8-2006 by Ord. No. 06-09 ; 3-12-2007 by Ord. No. 07-03 ] The Mayor may fill any vacancy on the Conservation Commission caused by resignation. He may fill any vacancy caused by removal from office with the approval of the Town Council.
§ 5-7 Powers and duties.
The Conservation Commission shall: A. Conduct research into the utilization or possible utilization of land areas of the Town. B. Coordinate the activities of unofficial bodies organized for similar purposes. C. Advertise, prepare and distribute books, charts, plans and pamphlets, as necessary, for its purposes. D. Keep an index of all open areas, publicly or privately owned, including open marshlands, swamps and other wetlands, for the purpose of obtaining information on the proper use of such areas. E. From time to time, recommend to the Mayor, the Town Council or the Planning Commission places and programs for the development and use of such areas, which may include the acquisition of conservation easements. § 5-8 Chairman to act as liaison.
The Chairman of the Conservation Commission shall act as liaison with the Commissioner of Agriculture and Natural Resources of the state.
§ 5-9 Appropriation of funds; approval of expenditures.
The Town Council may appropriate funds for the Conservation Commission. Approval of the Town Council is required before the Conservation Commission may expend or contract to expend any funds to carry out its duties.
Ch 5 Art II Shellfish Commission
[Adopted 8-9-1965 ]
§ 5-10 Purpose.
The purpose of the Shellfish Commission shall be to protect the natural growth of shellfish in waters under the jurisdiction of the Town and to institute such regulations that are necessary to preserve and improve existing natural areas and reclaim those areas that have been destroyed. The Commission shall act as liaison between the state and federal agencies in this common interest and shall disseminate information to the public on the need for preservation and protection of these natural resources.
§ 5-11 Appointment of members.
[Amended 3-13-1995 ; 8-14-2006 by Ord. No. 06-19 ; 3-12-2007 by Ord. No. 07-03 ] The Shellfish Commission shall consist of five members and two alternates who are electors of the Town of Stratford, who have been or are actively engaged in shellfish activities, appointed by the Mayor.
§ 5-12 Terms of office.
[Amended 3-13-1995 ] The term of office shall be as follows: Three members shall be appointed for an initial term of four years, and two members shall be appointed for an initial term of three years. Thereafter, each member shall be appointed for a term of four years. The alternates shall be appointed for a term of two years.
§ 5-13 Chairman appointed.
The Chairman of the Shellfish Commission shall be appointed by a vote of the majority of the members of the Shellfish Commission for a period of one year.
§ 5-14 Removal of members.
