§ 5-16.1 Conflict of interest.

[Added 3-13-1995 ; amended 8-14-2006 by Ord. No. 06-19 ] Persons appointed pursuant to this article shall be exempt from § 22-4 of the Town Code. However, persons appointed pursuant to this article shall be subject to the provisions of §§ 5-30 through 5-38.1 of the Town Code.

§ 5-17 Findings; creation.

It is found and declared that the continued growth of industrial and research enterprise within the Town is essential to the support of the tax base, to the provision of public services, to the provision of employment opportunities for a growing population and, through the maintenance of the Town's competitive position among the other municipalities of the state, to continue the high standard of living for the citizens of the Town; that the assembly of suitable land resources within the Town to meet the needs of modern, low-density research and industrial requirements is increasingly difficult; and that the provision of utilities, streets and other public services as part of a unified land development operation is difficult to attain at a competitive rate...

§ 5-18 Membership; terms; vacancies; removal.

§ 5-19 Appointments.

[Amended 9-8-2003 by Ord. No. 03-01 ] The Town Council shall appoint the members and alternates of the Commission by a majority vote of all its members and shall fill any vacancy for any unexpired term.

§ 5-20 Organization.

The Economic Development Commission shall choose from among its members a Chairman, Vice Chairman and Secretary and any other officers it shall deem necessary to carry out its purpose.

§ 5-21 General mission and duties.

§ 5-22 Appropriation of funds; approval of expenditures.

The Town Council may annually appropriate to the Economic Development Commission, for its purposes, a sum in accordance with the limitations set forth in Connecticut General Statute Section 7-136. B. The Economic Development Commission shall seek and receive the approval of the Stratford Town Council prior to the Commission's expending or contracting to expend any funds which were appropriated from the Stratford Town Council.

§ 5-23 Title.

This article shall be known as the "Ethics Code for the Town of Stratford."

§ 5-24 Definitions.

As used in this article, the following terms shall have the meanings indicated:

5-24{1} BUSINESS WITH WHICH HE OR SHE IS ASSOCIATED

BUSINESS WITH WHICH HE OR SHE IS ASSOCIATED Any sole proprietorship, partnership, firm, corporation, trust or other entity through which business for profit or not for profit is conducted in which the public official or state employee or member of his immediate family is a director, officer owner, limited or general partner, beneficiary of a trust or holder of stock constituting 5% or more of the total outstanding stock of any class; provided, a public official or state employee, or member of his immediate family, shall not be deemed to be associated with a not-for-profit entity solely by virtue of the fact that the public official or state employee or member of his immediate family is an unpaid director or officer of the not-for-profit entity. COMMISSION The Stratford Ethics Commission established pursuant to § 7-148 of the Connecticut General Statutes.

5-24{3} COMPLAINANT

COMPLAINANT Any person, association, company or the Ethics Commission who or which files a complaint pursuant to this Code.

5-24{4} CONFIDENTIAL INFORMATION

CONFIDENTIAL INFORMATION Any information concerning the property, business or affairs of the Town which is exempt or, if put in writing, would be exempt from disclosure under the Freedom of Information Act.

5-24{5} DOMESTIC PARTNER

DOMESTIC PARTNER An adult, unrelated by blood, with whom an unmarried or separated official or employee has an exclusive committed relationship, maintains a mutual residence, and shares basic living expenses.

5-24{6} EMPLOYEE

EMPLOYEE An individual employed by the Town, whether as a classified or unclassified, permanent or temporary, full-time or part-time employee, or employed by contract on a continuing basis and all employees of the Board of Education.

5-24{7} HOUSEHOLD

HOUSEHOLD Includes anyone whose primary residence is in the official's or employee's home, including non-relatives who are not rent payers or servants.

5-24{8} IMMEDIATE FAMILY

IMMEDIATE FAMILY A spouse, domestic partner, children, stepchildren, parents, stepparents, siblings and stepsiblings, and grandparents and grandchildren.
