The Board of Health of the Borough of Stanhope shall consist of seven (7) members who shall be residents and legal voters within said borough and, when duly appointed as herein provided, shall possess all the powers conferred and perform all the duties enjoined upon local Boards of Health by the act entitled "An Act to Establish in this State, Boards of Health and a Bureau of Vital Statistics and to Define Their Respective Powers and Duties," approved March 31, 1887, and the several supplements and amendments thereto.[1]

The members of said Board of Health shall be appointed by the Mayor, with the advice and consent of the Council, and shall hold office for the term of three (3) years and until their successors shall have qualified; provided that at the first appointment there shall be appointed two (2) members to serve for one (1) year, two (2) members to serve for two (2) years and two (2) members to serve for three (3) years, from August 9, 1904, and thereafter two (2) members shall be appointed annually, at the first meeting of the Council in each year, to serve for three (3) years. Any vacancy in the said Board of Health shall be filled in the same manner as the original appointment, but for the unexpired term only.
