A. 
If approved in the budget appropriation, any elected official of Talbot County, Maryland, may be reimbursed for expenses reasonably and prudently incurred in connection with performance of her/his duty as an elected official, said reimbursement to be separate and apart from salary, and not to be computed as part of any compensation package.
B. 
In any case where expenses are paid to an elected official, such expenses shall not be deemed part of said official's compensation or salary. If an official seeks a disbursement or an appropriation of County funds for expenses, such appropriations or disbursements will be reviewed on a case-by-case basis, and shall not be included from one fiscal year to the next as a budget item unless such amount is shown to be a reasonable projection of actual reasonable and prudently incurred expenses, and such amount is reviewed and approved by the County Council at its discretion.
The salary and/or compensation for any elected official shall be only that amount set forth in an ordinance adopted for the purpose of setting forth said salary and/or compensation. Any other sums paid to an elected official as reimbursement for expenses incurred in connection with performance of his/her duty as an elected official shall not be deemed salary or compensation.
