A. 
All utility connections between the street right-of-way and building shall be underground for all new building construction and building renovations where the cost of said renovation exceeds 50% of the municipal assessed value of the structure as indicated on the current municipal tax records. The cost value of construction for renovations shall be established by the Construction Code Official based on comparable actual construction costs.
B. 
All underground electrical services within the paved cartway of any street shall be installed in open trenches to permit inspection by the Municipal Code Subcode Official. No trench shall be backfilled until inspected and approved. All excavation and restoration shall be in accordance with § 147-3. Upon installation of the electrical service, an as-built scaled plan of said installation from utility pole to dwelling shall be provided to the Building Department and Public Works Department.

No small network node communication installations shall be permitted on existing utility poles paid for by the Borough and erected for the sole purpose of providing streetlighting. No small network communication installations shall be permitted on existing guy or support poles on which there are no utility transmission lines.
