A. 
It shall be unlawful for any person to operate or move or cause or knowingly permit to be operated or moved any trucks, commercial vehicles, tractors, tractor-trailer combinations, tractor-semitrailer combinations, or tractor-trailer-semitrailer combinations, on any of the following streets, highways, or roads in the Village (hereinafter referred to as "Village street"):
(1) 
McCoun's Lane.
(2) 
Sandy Hill Road.
(3) 
Yellow Cote Road.
B. 
Notwithstanding the foregoing, such vehicles may be operated on the aforesaid Village streets when necessary for the delivery or pickup of merchandise or other property along the Village streets from which such vehicles or combinations are otherwise excluded.
C. 
It shall be unlawful for any person to operate or move or cause or knowingly permit to be operated or moved on any street, road or highway in the Village of Oyster Bay Cove other than Northern Boulevard (Route 25A) any trucks, commercial vehicles, tractors, tractor-trailer combinations, tractor-semitrailer combinations, or tractor-trailer-semitrailer combinations having a gross weight in excess of 10,000 pounds. Notwithstanding the foregoing, however, such restriction shall not be applicable to the operation or movement of such vehicles or combinations when necessary for the delivery or pickup of merchandise or other property along the streets, roads or highways from which such vehicles or combinations are otherwise excluded.[1]

Said permit shall not be issued unless and until there has been deposited with the Village the following:
A. 
A cash deposit made to the Village Street Commissioner for deposit with the Village Treasurer in amounts required by Chapter 162, Fees and Deposits, of the Code of the Village of Oyster Bay Code, such amount to be measured and/or multiplied by:
(1) 
The linear feet of that portion of the Village street to be traveled upon by each vehicle;
(2) 
The number of vehicles;
(3) 
The number of days each vehicle will operate on any Village street.
B. 
A form of agreement, duly executed and acknowledged before a notary public, in a form satisfactory to the Village's Street Commissioner, which by its terms shall provide that:
(1) 
The permittee shall within 10 days after the receipt of any written notice of any damage caused by any of his vehicles to said Village street cause the same to be repaired to the reasonable satisfaction of the Village's Street Commissioner; and
(2) 
In the event that the permittee shall fail to repair any damage caused by his vehicle to any Village street as provided in Subsection B(1) above, the Village shall have the absolute right to use all or a portion of said cash deposit to repair said Village street and restore same to its original condition.
The cash deposit or the remaining portion thereof shall be returned to the permittee by the Village Treasurer after the Village Street Commissioner has certified in writing that each Village street used by the permittee's vehicle is in, or has been restored to its original condition before such use.
The regulations established in this article shall not be construed to prevent the casual delivery or pickup of merchandise, refuse or other property along Village streets from which such vehicles are otherwise excluded.
