There shall be established in and for the Borough of Totowa a Board of Health composed of seven members.
The members of the Board shall be nominated and appointed by the Mayor and Borough Council in the same manner provided by law as for appointment of municipal officers.

The term of each member shall be four years, and such terms shall be arranged so that no more than two shall expire in any one year.
If any vacancy shall occur on the Board, it shall be filled in the same manner in which original appointments are made as herein provided, but for the unexpired portion of the term only.

A. 
The Board of Health shall hold an annual organizational meeting at which it shall elect a President from among its members and such other officers as shall be deemed necessary.
B. 
The Board shall have the power to establish, and thereafter to amend, such rules and regulations as shall be necessary for its government.

The Board of Health shall have the power to appoint such officers and employees as shall be authorized by the Mayor and Borough Council and provided for in the annual Borough budget.

A. 
The Board of Health shall annually prepare a budget and shall submit such budget to the Mayor and Borough Council before January 15 of each year, along with such additional information and reports as may be directed by the Council.
B. 
The Board shall not incur any debts or limitations or make any expenditures for which appropriation has not been made in the annual Borough budget, unless specifically authorized by resolution of the Mayor and Borough Council.
