There shall be established in and for the Borough of Totowa a Local Assistance Board composed of five members, constituted as provided by law.
The members of the Board shall be nominated and appointed by the Mayor and Borough Council, as provided by law, and the term of each member shall be as provided by law.
The Board shall appoint a Director of Welfare, as provided by law, and when a vacancy in the office occurs, an Acting Director of Welfare shall be appointed as provided by law. The Director of Welfare shall perform the duties as provided by law. His salary shall be fixed by the Board subject to provision made for the same in the annual Salary Ordinance adopted by the Mayor and Council.[1]

There is hereby created the office of Clerk to the Board, which shall be a part-time office. The Clerk shall attend the meetings of the Board, maintain all records of the proceedings and prepare the correspondence of the Board. Appointments to the office shall terminate on December 31 of each year, and the incumbent shall receive compensation as provided in the annual Salary Ordinance adopted by the Mayor and Council.[1]
