The position of Chief Financial Officer is hereby created in and for the Borough of Totowa pursuant to the provisions of Section 5 of P.L. 1988, c. 110 (N.J.S.A. 40A:9-140.10 et seq.), and shall have, perform and discharge all the functions, powers, duties and responsibilities prescribed for the Chief Financial Officer by general law P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26 et seq.), and by municipal ordinance.
The salary shall be in accordance with the annual Salary Ordinance.[2]

The position of Assistant Municipal Treasurer is hereby created, and the salary shall be in accordance with the annual Salary Ordinance.[1]

The Chief Financial Officer and the Assistant Municipal Treasurer shall be appointed by the Mayor and with the advice and consent of the Council.
The Chief Financial Officer shall be a certified municipal finance officer in accordance with the provisions of the state statutes.
A. 
The Chief Financial Officer and Assistant Municipal Treasurer shall not have any interest, directly or indirectly, in any contract, subcontract, job for work or materials for services, or the profit thereof, to be furnished to or performed for the Borough.
B. 
The Chief Financial Officer and the Assistant Municipal Treasurer shall hold no other employment nor engage in any activities for profit without the consent of the Borough Council by resolution duly adopted. The decision as to whether the Chief Financial Officer or the Assistant Municipal Treasurer shall be given such consent shall be in the unreviewable discretion of the Borough Council.
