No person shall stand or remain on any sidewalk or in any public place in such a manner as to obstruct a free passage of persons thereon after a request to move on by a police officer is made. Any person who violates this article may be arrested without a warrant in the place where the offense is committed pursuant to MGL c. 272, § 59.
The penalty for such a violation of this article shall be a fine not to exceed $50, which may be recovered upon complaint before the District Court and shall enure to the Town, all in accord with MGL c. 40, § 21.
