A. 
When any vehicle is parked or abandoned on any highway or public parking lot within this Town during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be immediately removed by or under the direction of the Highway Superintendent.
B. 
The Highway Superintendent shall have the power to cause the removal and disposal of any vehicles left unattended for more than 24 hours within the right-of-way of any Town highway of the Town or any other public property of the Town.
C. 
When any vehicle is found unattended on any highway or public parking lot within the Town where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or under the direction of the Highway Superintendent.
After removal of any vehicle as provided in this article, the Highway Superintendent may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the person with whom stored of the amount of all expenses actually and necessarily incurred in effecting such removal and storage, such storage charges not to exceed the schedule of costs fixed by resolution of the Town Board.

It shall be the duty of the Highway Superintendent to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same. Said Highway Superintendent shall also without delay report the removal and disposition of any vehicle removed as provided in this article to the Town Clerk.
B. 
The Town shall cause to be made, as to any vehicle removed pursuant to this article, a report to the Commissioner of Motor Vehicles required under the Vehicle and Traffic Law.
C. 
Where the vehicle has been in the possession of the Town for more than 30 days and is unclaimed, then the Town Superintendent of Highways or other Town official as designated by the Town Board may sell the same at public sale upon notice of such sale's being posted conspicuously in at least three public places in the Town at least six days before the date of sale. The official conducting the sale may, in his discretion, give other publicity to such sale, or he may delay the sale in the interest of justice.
