This chapter shall be known as the "Animal Control Law."
The following terms shall have the following meanings in this chapter:
ANIMAL
A dog, horse or any other creature that can cause or has caused harm
to a person or property if allowed to leave its owner's or keeper's
property.
PERSON
An individual, partnership, voluntary association or corporation
that owns or keeps an animal.
Every animal shall be confined within the limits of its owner's
or keeper's property, except that an animal may be taken onto a street
or road when it is under its owner's or keeper's control.
No animal shall be permitted to howl, bark or otherwise make noise in
such volume and for such length of time as to disturb the peace of its owner's
or keeper's neighbors. An animal shall be deemed to have disturbed the
peace if it has been clearly heard from a neighbor's property for a period
in excess of fifteen (15) minutes.

Anyone who violates a provision of this chapter shall be subject to
a fine or imprisonment up to the maximum that may be imposed in a village
court, or both, but the fine shall be no less than twenty-five dollars ($25.).
A separate offense shall be deemed to have been committed on each day a violation
occurs, but no offense shall be deemed to have occurred unless the owner or
keeper of the animal was given notice of a violation of this chapter on a
prior occasion.
