No person shall interfere with, tamper with or bypass a meter, its accessories, valves or fittings, nor shall water be taken by any person at a point prior to the point in a waterline where a water meter is connected, without authorization from the Highland Water District.
A. 
Such conduct shall be a violation and shall subject any person found guilty of such conduct to a fine up to $500.
B. 
Such conduct shall also subject any person to a civil penalty for damages to the district taxpayer of $500. A civil suit may be brought in the name of the Highland Water District by the Town Board as Commissioners, by an action by the Supervisor, in any court, including the Town Justice Court, which has jurisdiction over the person engaging in the aforementioned conduct. If the conduct is continuous, each week it continues shall be deemed a separate occurrence, which shall allow the court to accumulate the civil penalty of $500 and enter a judgment or series of judgments for the number of weeks the conduct continues, until it ceases.
