The source of the revenues for retiring debt
services, capital expenditures and operation and maintenance of the
public sewage works shall be a sewer service charge assigned to owners
of property located within the area served by the Village, in the
form of sewer rent on a per-unit basis, to be determined from time
to time by the Village Board.
Each sewer charge levied pursuant to this chapter
is hereby made a lien on the premises, and, if the same is not paid
within 30 days after it shall be due and payable, it shall be certified
to the Treasurer of the Village, who shall place the same on the real
property tax bill for that year with interest and penalties allowed
by law and be collected as other Village taxes are collected.
A. The part of the sewer system for which such sewer
rents shall be established and imposed is the installation, maintenance
and operation of lateral sewers in the Village where said laterals
are being installed by said Village.
B. The basis of the charge for such rents shall be:

C. The date on which sewer rents shall become due and
payable is September 1, 1965.
D. The sewer rent will be collected quarterly and paid
with the water bill.
E. A penalty of 10% will be charged in such instances
where the sewer rent is not paid within 30 days after its date. Delinquent
sewer rents shall be added to the tax roll on March 1 of the following
year.
