Any individual, party, partnership or other entity desirous of installing or placing a newspaper vending machine on any village street, sidewalk or other area either owned or under the supervision or control of the Village of Massapequa Park shall first make written application to the Village Administrator of the Incorporated Village of Massapequa Park.
Said applicant shall set forth, in writing, the exact number of newspaper vending machines desired to be installed on village property, together with the exact and precise location of each machine desired to be installed and the manner and mode that each newspaper vending machine is to be installed on said village property.
Under no circumstances shall more than five newspaper vending machines be permitted to be installed or placed on property owned or supervised or under the control of the Village of Massapequa Park, which newspaper vending machines sell one or more newspapers, magazines or periodicals.
There shall be an annual administrative fee as provided in Chapter A350, Fees, per machine to be installed on village property, and said fee shall be due and payable to the Village of Massapequa Park before the installation or placement of any newspaper vending machine commences, and the fee shall be paid annually thereafter.
