It shall be unlawful for persons to assemble in any street or on any
sidewalk or other public place in the village or to suffer or to cause such
assemblage or to take part in, conduct, suffer or cause any parade or demonstration
in any village street, sidewalk or other public place except as herein provided.
The Board of Trustees may limit or regulate the time and place at which
parades or public assemblages shall be permitted to be held and
make any reasonable regulations with respect thereto.
This chapter shall not apply to Police and Fire Department personnel
or the United States military or naval forces.
No parade, procession, rally or open-air meeting in any street, sidewalk
or public place shall be held or conducted in the village unless a permit
therefor shall have been granted by the Board of Trustees of the village.
Any person wishing to use any streets or public places in the village
for a procession, parade, rally or open-air meeting shall make application
therefor to the Board of Trustees at least seven days before the proposed
event is to occur. Such application shall state the route to be followed,
the nature of the event and the number of participants therein so that opportunity
may be had by the Board of Trustees to determine whether by granting a permit
there would be interference with traffic circulation or danger to the public
safety.
If it appears that there would be no unreasonable interference with traffic circulation or public safety, the Board of Trustees shall issue a permit for the time and along the route requested in the application provided for in § 226-5 or may make such modification in time and route as to provide for reasonable traffic circulation and public safety as nearly as possible conforming to the time and route requested.
Each permit hereunder shall designate specifically the route through
which the procession or parade will move and will be subject to rules and
regulations as may be determined by the Board of Trustees through the issuance
of a special use permit.
The Board of Trustees, in its discretion, may refuse to grant a permit
for a parade for a commercial purpose.
The chief officer of any procession, parade or assemblage for which
a permit may be granted by the Board of Trustees shall be responsible for
the observance of all rules and regulations included in said permit.
Nothing in this chapter shall be construed to prohibit lawful assemblages
with the permission of and regulation by the Board of Trustees, nor reasonable
or orderly picketing lawfully conducted.

No permit for a parade shall be granted nor shall the streets, sidewalks
or highways of the village be used for such purposes unless the American flag
shall at all times be prominently displayed.
No permit hereunder shall be granted where there is good reason to believe
that the proposed procession, parade or assemblage will be disorderly in character
or tend to disturb the public peace.
No peddler, hawker, vendor of merchandise or beggar shall place himself
upon any street, highway or sidewalk in the village for the purpose of selling
merchandise or otherwise in such manner as to cause an assemblage of persons
thereon.
No store or shop shall, by means of a loudspeaking device, mechanical
device, show or play or any form of window display, conduct same in such manner
or suffer the same to be so conducted that an unreasonable number of persons
shall be caused to assemble on any sidewalk, street, highway or alley in the
village, nor shall any window-tapping devices be installed or used.
