This article shall be known and may be cited as the "Developers' Sanitary Sewer Construction Code."
This article shall apply only to sanitary sewers which are constructed by or on behalf of developers of land where the sewer is located within the Municipality of Monroeville, upon completion of which it is intended that such sewer would be dedicated to and accepted by the Municipality of Monroeville as part of the Municipal sewer system. This article does not apply to sewers connecting buildings to the Municipal or proposed Municipal sewer system, which sewer construction is provided for under Article I of this chapter.
As used in this article, the following terms shall have the meanings indicated:
DEVELOPER
Any person building or proposing to build a sanitary sewer to improve or service land or buildings erected thereon or to connect the same to the then-existing sanitary sewer system of the Municipality of Monroeville.
MUNICIPAL ENGINEER
The Municipal Engineer for the Municipality of Monroeville or any consulting engineer or engineering firm appointed by the Municipality.
MUNICIPALITY
The Municipality of Monroeville, Allegheny County, Pennsylvania.
PERSON
Includes any individual, firm, partnership, association, corporation, company or organization of any kind.
SEWER INSPECTOR
The Building Inspector of the Municipality of Monroeville, and further includes any person employed by the Municipality as an assistant under his supervision.
The design of all sanitary sewers proposed to be constructed hereunder shall be drawn by qualified personnel. All designs shall conform to the pertinent sections of Standard Conditions Relating to Sewage, as attached to all sewer permits of the Commonwealth of Pennsylvania Sanitary Water Board. All such plans and designs must be approved by said Sanitary Water Board and a permit issued therefrom prior to construction. The design and location plans of the sewer must further be approved by the Municipal Engineer not more than three months prior to the start of construction for the purpose of reviewing their compliance with these standards, adequacy of size and location.
A. 
Upon approval of the State Sanitary Water Board and the Municipal Engineer and upon payment of a fee as provided in Chapter 194, Fees, the sewer inspector shall issue a permit for the construction of such sanitary sewer line. The sewer inspector shall be given notice at least 48 hours prior to the commencement of construction and shall further be given 48 hours' notice at any time construction is continued or carried on on Saturdays, Sundays or Municipality legal holidays.

B. 
No sanitary sewer covered by this article shall be concealed or backfilled prior to inspection and approval by the sewer inspector.
All excavation shall be to the depth as shown on approved plans unless written permission of variance is received from the Municipal Engineer. Excavations for manholes and other accessories shall have a minimum of one foot and a maximum of two feet of clearance on all sides. Excess excavation below the required level shall be backfilled with sand, gravel or slag, all thoroughly tampered, or with concrete. Unstable soil shall be removed and replaced with gravel, crushed stone or crushed slag, all thoroughly tampered. Any water accumulating in the excavation shall be removed by pumping or other means approved by the Municipal Engineer. Grade stakes shall be set and used by the developer. Grade sheets shall be furnished to the Municipal Engineer for approval.
The sides of all trench excavations shall be vertical for a height of two feet above the top of the pipe. This vertical portion of the trench shall have a minimum clearance of six inches and a maximum clearance of 10 inches on each side of the pipe bell, and the excavation shall be not less than six inches below the flow line of the pipe. Crushed stone, slag or gravel cradle shall be used for the installation of the pipe from the bottom of the trench to the center of the pipe.
The developer shall construct all necessary bracing, sheathing and shoring necessary to protect any excavations and all personnel on the premises.
A. 
After sewer pipe has been laid in the trench and cradle and inspected and approved by the sewer inspector, backfilling shall be completed with the original materials free of any large clods or stones in excess of six inches in diameter. Backfilling material shall be placed evenly and carefully around and over the pipe in layers of not more than six inches. Each layer shall be thoroughly and carefully tamped until one foot of cover exists over the pipe. The remainder of backfilling material shall be placed, moistened and thoroughly compacted.
B. 
For trenches under roadways and areas to be paved, after the first foot of backfilling is completed and tamped as set forth above, the remaining material shall be placed in layers of eight inches or less and compacted to the density of the adjacent original material so that pavement can be placed immediately.
C. 
Where trenches are under existing paved streets they shall be backfilled only with granulated slag, sand or gravel, thoroughly compacted.
D. 
In backfilling around manholes and other structures, all forms of trash and debris must be removed. Backfill material may be from excavation, free of rock, lumber or other debris, and shall be placed symmetrically on all sides in layers not more than eight inches in height, thoroughly tamped and compacted for a height of four feet. Where manholes or other structures are in roadways or areas paved or to be paved, only granulated slag or gravel shall be used. Each layer shall be compacted to a density according to that of adjacent original material so that pavement can be placed immediately.
E. 
The developer shall check backfilling and refill for settlement after the completion of construction.
A. 
All state roads will be backfilled and repaved under standard state specifications for such repaving.
B. 
All Allegheny County roads shall be backfilled and repaved under standard Allegheny County specifications.
C. 
All subgrades shall be compacted with a mechanical tamper.
D. 
The minimum width of replaced concrete pavements shall be four feet at interiors and six feet at joints. Concrete shall be 1.3 times the original thickness. The existing pavement edge shall be cut vertically.
E. 
The minimum width of replaced bituminous pavements shall be three feet, with base of the same depth as the original pavement and surface course of cold-patch mixture. The existing pavement shall be cut vertically and horizontally on a straight line. The edge of existing pavement shall be coated with suitable bonding materials.
A. 
All sewer pipe shall conform to size and materials as shown on the original design. The minimum size permissible is an interior diameter of eight inches. All materials must be of first quality and free of chips, damages or other defects.
B. 
Permissible types of pipe are as follows:
(1) 
Vitrified clay pipe and fittings that conform to the American Society of Testing Materials standard specifications, C 200-57T, and the latest revision thereof.
(2) 
Asbestos cement pipe and fittings conforming to the American Society of Testing Materials standard specifications for Class 2400 and SS P-331A.
(3) 
Cast-iron pipe.
(4) 
Other types of pipe only with the approval of the Municipal Engineer.
A. 
All sewer pipe shall be laid true to line and grade, with bells upgrade. The sections of pipe shall be so laid and fitted together that when complete the sewer will have a smooth and uniform invert. Pipe shall be kept thoroughly clean so that joining compounds will adhere. Each section of pipe shall be inspected by the sewer inspector for defects before being lowered into the trench.
B. 
No water shall be allowed in the trench while the pipe is being laid, nor shall water be allowed to rise around the joint before it is set.
C. 
Not more than 100 feet of trench shall be open in advance of pipelaying unless permitted by the sewer inspector. The interior of the sewer pipe shall be carefully kept clean and free of all dirt, cement or superfluous material or debris of any kind as the work progresses.
A. 
For asbestos cement pipe, couplings with rubber sealing rings shall be used as recommended by the pipe manufacturer.
B. 
For vitrified clay pipe, joints used shall conform to the American Society of Testing Materials standard specifications, C 425-58T, and shall be installed according to the manufacturer's specifications.
C. 
For concrete pipe, the joining compound shall be DeWitt No. 10 or its approved equal.
D. 
For any other type of approved pipe, the joining compound used shall be the type recommended by the manufacturer of the pipe.
A. 
All connections for future use shall be capped and watertight.
B. 
No pipe shall be cut for connection except upon written approval of the Municipal Engineer.
C. 
There shall be at least one service connection for every commercial or residential lot abutting on the sewer. The ends of the pipe which enter into masonry shall be neatly cut to fit the inner face of the masonry.
A. 
After joints have been inspected and approved and backfilled to the extent of one foot, light tests shall be conducted between manholes before further backfilling to determine if alignment is true.
B. 
Infiltration tests and tests for watertightness shall be made by the developer only in the presence of the Municipal Engineer. The sewer and sewer connections shall not leak under the exterior normal groundwater pressure in excess of 150 gallons per inch diameter per mile of sewer in 24 hours. The tests and measurements of infiltration shall be conducted in a manner approved by the Municipal Engineer.
A. 
Manholes may be constructed of eight-inch brick or concrete with cast-iron frames and covers as shown on Municipality of Monroeville Standard Detail Drawing 2000. Precast manholes may be used as an alternate subject to the approval of the Municipal Engineer.
B. 
No manhole shall be constructed when the outside temperature is below the freezing point, and all work shall be protected against freezing.
C. 
Invert channels shall be smooth and constructed in accordance with said Drawing 2000. Galvanized wrought iron steps shall be installed as shown on said Drawing 2000. The wrought iron shall conform to the American Society of Testing Materials specifications, A-41. The rung shall have a minimum length of 10 inches and be at least 3/4 inch in diameter. The manholes shall be built up so that the cover, when placed, will be at the required grade. Only new brick shall be used, and it shall conform to the American Society of Testing Materials specification, C-32 Grade MA. The outside and inside of brick manholes shall be plastered and troweled smooth with 1/2 inch of mortar composed of one part cement to two parts sand. The manhole must be left clean and free of all debris.
Precast manholes may be used, provided that they are manufactured in accordance with American Society of Testing Materials specifications, C-76-57T.
Frames, covers and gratings shall be of the type and duty shown on said Drawing 2000. Iron castings shall conform to the standard specifications for American Society of Testing Materials, A-48 Class 20. All castings shall be true to pattern in form and dimension, free from faults, sponginess, cracks, blowholes and any other defect affecting their strength.
The base of the manhole shall be constructed according to said Drawing 2000 and conform to Pennsylvania Department of Highways specifications, Form 408-1960, Sections 2.25 and 2.26.
Upon completion of construction of a sanitary sewer line under the terms hereof, the developer shall present to the Municipal Engineer for Municipal records an as-built plan of the sewer line, showing the precise location thereof and courses and distances between manholes.

Any person violating any provision of this article shall, upon summary conviction thereof before any District Justice with proper jurisdiction, be fined a sum not exceeding $600, plus costs of prosecution, and, in default of payment thereof, be imprisoned for a period not exceeding 30 days. Each day that a violation is permitted to exist shall constitute a separate offense and may be punishable as such.
