A. 
Appointment. The Mayor shall, with the advice and consent of the Council, appoint a Municipal Administrator and set his/her compensation.
B. 
Qualifications. The Municipal Administrator shall:
(1) 
Be chosen on the basis of executive and administrative abilities, a master's degree in public or business administration and considerable experience in the area of municipal finance or have equivalent experience in planning, organizing and directing administrative and operational services and have considerable experience in the area of municipal finance.
(2) 
Have extensive knowledge of present-day concepts in the field of public administration, a thorough knowledge of personnel policies and procedures as they apply to municipal finance and administration and a thorough knowledge of managerial principles and activities of a large multidepartmental municipal government.
C. 
Powers and duties. The powers and duties of the Municipal Administrator shall include:
(1) 
All powers and duties described in Section 604 of the Home Rule Charter.
(2) 
Supervising and directing all departments and employees of the borough.
(3) 
Developing, justifying and recommending borough objectives and policies to the Mayor and promulgating, implementing and delineating approved policies into operating procedures.
(4) 
Planning, organizing, administrating and directing alt operations under the jurisdiction of the borough.
(5) 
Formulating and implementing all policies, procedures, rules and regulations concerning the administration of managerial agreements.
(6) 
Conferring with department directors and supervisors to formulate and develop departmental plans.
(7) 
Implementing and coordinating the preparation of the fiscal budget and the review of department budgets to ensure compliance with established budget policies.
(8) 
Developing and implementing viable public relations programs.
(9) 
Reviewing all personnel functions periodically to determine compliance with borough policies.
(10) 
Providing guidance to department directors and supervisors in accomplishing their administrative functions and duties.
(11) 
Supplying facts pertinent to the agenda of the Council in cooperation with the President of Council.
(12) 
Keeping the Mayor and Council informed as to the conduct of borough affairs, submitting reports of the condition of the borough finances and other matters as the Mayor or Council may request and making recommendations to the Mayor and Council as he/she deems advisable.
(13) 
Having general supervision over all borough property and equipment and its use by the public or borough employees.
(14) 
Being the repository for all complaints regarding borough services, investigating and disposing of such complaints and reporting the disposition thereof to the Mayor and Council.
(15) 
Performing such other duties as required by the Mayor, this Administrative Code or the Home Rule Charter.
(16) 
Attending all meetings of the Borough Council, unless otherwise directed by the Council.
(17) 
Serving as the Borough Secretary.
