The Township of Springfield shall be a participant in the Social Security System and the benefits of the Old-Age and Survivors Insurance shall be extended to its employees and officers.
The President and Secretary of the Board of Township Commissioners are hereby authorized to execute and deliver to the Secretary of Labor and Industry of the Commonwealth of Pennsylvania, the state agency charged with the administration of the enabling Act, the plan and agreement required under the provisions of Section 6 of said enabling Act and the Social Security Act, to extend coverage to the employees and officers of this township and to do all other things necessary to that end, including the designation in the said plan and agreement of the classes of employees and officials to be covered thereby and the effective date of beginning of the participation in the said plan and agreement by the Township of Springfield.

The President and Secretary of the Township of Springfield are hereby authorized to execute and deliver an amended plan and agreement that shall provide for social security coverage to certain of the employees of the township in accordance with the plan and agreement prepared and submitted to the township by the Secretary of Labor and Industry of the Commonwealth of Pennsylvania as a result of the said 1967 amendments to the Social Security Law.
After approval of the said agreement by the state agency, the Secretary of the Board of Commissioners is authorized to establish a system of payroll deductions, to be matched by the Township of Springfield to be made into the contribution fund of the Social Security Act through the office of the state agency, and to make charges of this tax to the fund, or funds, from which wage or salary payments are issued to employees of the Township of Springfield. Such payments are to be made in accordance with the provisions of the law and regulations promulgated by the state agency and the federal security administrator.
Appropriation is hereby made from the proper fund, or funds, of the Township of Springfield in the necessary amount to pay into the contribution fund as provided in Section 4 of the enabling Act and in accordance with the plan, or plans, and agreement.
The proper officials of the Township of Springfield shall do all things in accordance with the provisions contained in the said plan and agreement necessary to the continued implementation of said Old-Age and Survivors Insurance System.
