The Chief Clerk of the Water, Sewer and Public Works Departments shall be appointed by the Mayor with the advice and consent of Council for a term of one year. Such Chief Clerk shall be compensated as provided in the annual Salary Ordinance.
The Chief Clerk of the Water, Sewer and Public Works Departments shall perform such duties as are directed by the Borough Council and, in particular, shall:
A. 
Be responsible for the keeping of all books and records for said Departments.
B. 
Prepare and distribute all bills for sewer and water assessments and service charges and collect the same when due.
C. 
Perform the function of purchasing agent for the respective Departments, keep a record of all contracts and approve bills and claims for submission to the Treasurer.
The Chief Clerk of the Sewer, Water and Public Works Departments shall report to the Mayor and Borough Council in such manner and at such times as shall be directed by them.
