There shall be a Department of Development and Planning, the head of which shall be the Director of Development and Planning. The Director of Development and Planning shall be appointed by the Manager with City Council approval. Prior to appointment, the City Manager shall be satisfied that the Director of Development and Planning possesses the training, education and experience necessary to perform the duties of the position.
The Director of Development and Planning, under the direction and supervision of the City Manager shall:
(a) 
Serve as the City Zoning Officer with the responsibility of administering and enforcing the provisions of the City's Zoning Ordinance.
(b) 
Exercise general management responsibilities over the Inspection Bureau.
(c) 
Serve as Secretary of and staff support for the Zoning Board of Appeals.
(d) 
Serve as Secretary of and staff support for the City Planning Commission.
(e) 
Perform such other functions as may be determined by the City Manager to be the responsibility of the Director of Development and Planning.
There shall be an Inspection Bureau, the head of which shall be the Code Enforcement Officer. The Code Enforcement Officer shall be appointed by the Director of Public Safety.
The Code Enforcement Officer, under the direction and supervision of the Director of Planning and Development shall:
(a) 
Perform the duties and assignments as outlined in the job description maintained by the Personnel Officer.
(b) 
Enforce the Local Laws, codes and Ordinances adopted by the City Council and applicable State and Federal regulations.
(c) 
Perform such other functions as may be determined by the Director of Public Safety to be the responsibility of the Code Enforcement Officer.
(d) 
Have such other, different and additional functions, powers and duties as may be prescribed by State Law, Local Law or Ordinance, or delegated by the Manager.
