Unless otherwise required by applicable state
law, all members of authorities, boards and commissions shall be appointed
by the Council subject to approval of the Mayor.
Unless otherwise prohibited by applicable state
law, authorities, boards and commissions shall be attached to an appropriate
municipal department for administrative purposes as established by
the Council.
