In order to establish uniform requirements for
the construction and surface treatment of roads, streets, alleys and
public ways in the Borough of Bradford Woods and in order to advise
all developers of real estate situate within the Borough of Bradford
Woods and all owners of real estate within the Borough of Bradford
Woods of said requirements, the Council of the Borough of Bradford
Woods adopts this article.
No person shall construct, open or dedicate
any road or any drainage facilities in connection therewith for public
use or travel in the Borough of Bradford Woods without first submitting
plans thereof, prepared by a registered engineer, to the Borough Council
for its approval. Such plans shall be prepared in duplicate in accordance
with the following rules and regulations:
A. All such plans shall show all lots or parcels of land
adjoining or served by the roads in such places.
B. A topographical survey of the land or lots served
by said roads, and, when requested by the Council, a grade line profile
of the center line of the existing ground over which it is proposed
to construct, open or dedicate any road, and the proposed grade line
to be established for such road shall be submitted.
C. The proposed system or method of draining the road
and the water flowing onto or collecting in and around said roads;
the proposed drainage system, the course, structure and capacity of
any drainage facilities and the method of draining the adjacent or
contiguous territory; the watercourses, if any, existing, and any
drainage ditches to be made; the location of every bridge, culvert,
cross-drain, drop inlet and the like shall be shown on the plan. The
method of utilizing existing watercourses or the method of connecting
into other drainage facilities shall also be shown on the plan.
D. Rights-of-way at least 10 feet wide shall be provided
for the drainage of surface waters and for the location of storm sewers,
sanitary sewers, water, gas or electric lines, and for other public
and semipublic utilities and services; all such rights-of-way shall
be designated upon the plan as "easement for utilities and drainage,"
or by some other comparable language.
E. Sufficient monuments shall be placed at locations
which will enable the Borough to survey, find, and locate or relocate
street lines or right-of-way lines. The monuments shall be of such
size, shape and design as the Council shall specify; all such monuments
shall be shown upon the plan as it is prepared for recording in the
Recorder's office of Allegheny County.
Before the Borough will accept any road as a
public road, it shall be paved to a minimum width of 18 feet and in
addition thereto shall have a graded berm on each side of the paved
surface not less than six feet in width.

It shall be the responsibility of the developer of the real estate or the owner thereof or such other person, firm or corporation who shall be constructing and surfacing said roads, streets or alleys to notify the Borough Road Inspector to inspect the work at such time as the work contemplated in §§
194-6 through
194-9 hereof is begun and the Borough Road Inspector shall inspect each of the operations set forth in §§
194-6 through
194-9 hereof as they are consummated. The said person, firm or corporation constructing and surfacing said roads, streets, or alleys shall pay to the Borough Road Inspector such sum as may be fixed by the Council for each inspection required at the site if the work.
The Council shall have the right to adopt such
regulations and specifications as in the opinion of the Council may
be necessary to carry into effect the provisions of this article.
By a vote of a majority plus one of all members elected to Council, Council may, in individual situations, make compliance with any or all the specific requirements or specifications set forth or referred to in §§
194-6 through
194-10 of this article unnecessary. Such action shall be effected by making specific reference to each requirement or specification deleted and substituting therefor such less stringent requirement or specification as Council may decide upon.
Any person, firm or corporation who shall violate
any provision of this article shall, upon conviction before the District
Justice having jurisdiction thereof, be sentenced to pay a fine of
not more than $600, plus costs of prosecution, and, in default of
payment of such fine and costs, be subject to imprisonment for not
more than 30 days.
