An owner or keeper of a dog shall not cause or permit such dog to run at large in any street or public place or upon the premises of anyone other than the owner or keeper, unless the owner or occupant of such premises grants permission. While in any public place or street, dogs shall be under restraint by the owner or keeper. A dog is under restraint within the meaning of this bylaw if it is controlled by a leash or at "heel" beside a competent person and obedient to that person's commands or within a vehicle driven or parked on the street.

Any violations hereof shall be punishable by a fine of $25 for the first offense, $30 for the second offense, $35 for the third offense and $50 for the fourth and subsequent offenses. In addition, any violation shall permit the dog control officer to order the animal restrained and enable the officer to impound the dog.

Return to the owner or keeper shall not be made until after the payment to the Town of the sum of $10 together with the current boarding rate for each day the dog is so held. Dogs impounded and unclaimed by the owner or keeper after 10 days may be disposed of by the Dog Control Officer in accordance with MGL c. 140, § 151A.
