Pursuant to the provisions of N.J.S.A. 26:2BB-1 et seq. (Chapter 51, P.L. 1989), a municipal alliance committee, to be known as the "Vineland Municipal Alliance," is hereby created.
A. 
Members of the Vineland Municipal Alliance shall be appointed by the Mayor with the advice and consent of the City Council. Such membership may include the Chief of Police; the President of the School Board; the Superintendent of Schools; a student assistance coordinator; a representative of the Parent-Teacher Association; a representative of the local bargaining unit for teachers; a representative of the Chamber of Commerce; a Municipal Court Judge; representatives of local civic associations; representatives of local religious groups; and private citizens.
B. 
Members on the Committee shall serve without compensation.
The Vineland Municipal Alliance, in consultation with the Local Advisory Committee on Alcoholism and Drug Abuse, shall identify alcoholism and drug prevention, education and community needs. The Vineland Municipal Alliance also shall implement the alliance programs formulated pursuant to Section 8 of P.L. 1989 (N.J.S.A. 26:2BB-8).
