Pursuant to N.J.S.A. 40A:9-136, there is hereby
created the position of Borough Administrator.
The Borough Council shall appoint the Administrator
for a term of one year. The Administrator shall receive a salary as
may be fixed and adopted by the Borough Council in the annual Salary
Ordinance.
The Borough Administrator shall, under the supervision
and control of the Mayor and Borough Council to the extent not prohibited
by law, have the following duties and responsibilities:
A. Serve as principal administrative officer representing
the Mayor and Council.
B. Supervise the administration of all departments and
offices in consultation with the respective council chairman.
C. Represent the Borough in its relation to the federal
government, state, county, and other municipalities and evaluate the
Borough's interest in contracts, franchises and other business transactions
as assigned by the Mayor and Council.
D. Study the administrative and other operations of the
Borough and make recommendations for plans and programs to meet the
needs of the Borough.
E. Attend all meetings of the Mayor and Council as required.
F. Establish and maintain sound personnel practices and
maintain appropriate records of all employees. Have authority to recommend
to the Mayor and Council the initial hiring and disciplining of all
Borough employees.
G. Implement and enforce the policies of the Mayor and
Council with respect to all personnel matters.
H. Supervise the disbursements of all Borough funds and
approve all vouchers and bills before submitting it to the Mayor and
Council for final approval.
I. Act as Borough Purchasing Agent, and acting as a final
check on all requisitions that have been approved by department heads
for services and materials.
J. Perform such other duties as may be assigned to the
Administrator from time to time by the Mayor and Council.
The Borough Administrator shall devote full
time to the interests of the Borough.
