Subject to the limitations contained in this Charter, or in
any ordinance enacted pursuant to the provisions of this Charter,
the school committee shall have the sole and exclusive power to manage,
direct and supervise the functions of the schools of the city and
all school property.
The school committee shall be the sole hiring and firing authority of the personnel of the school committee, subject to the provisions of Article
VII of this Charter and the laws of the state.

The school committee shall submit to the director of finance
not less than sixty days before the end of each fiscal year, its financial
requirements for the ensuing fiscal year, setting forth in detail
by organization units, and the character and object of proposed expenditures.
All purchases of the school committee shall be made through the purchasing agent of the city in accordance with Chapter 10 of Article
IV of this Charter.
The school committee shall maintain records of receipts and
expenditures in such manner as shall be required by the accounting
division of the city, and shall furnish to the accounting division
monthly statements of its receipts, expenditures and encumbrances
upon unexpended appropriations.
All records pertaining to property and finances of the school
committees shall be audited by the accountants provided for in Section
2-503 of this Charter.

The meetings of the school committee shall at all times be open
and accessible to the public, as required by the state open meetings
law. Closed meetings may be called and held only in the manner and
for the purposes specified in said open meetings law. No final action
shall be taken on any matter by the school committee in a closed meeting.
