The following are to be considered as minimum specifications, standards and requirements and may be revised by action of the Board of Supervisors to secure a higher standard when necessary to provide facilities to meet a specific need or use.
A. 
Streets shall be graded to proposed grades and cross sections as established on and presented with the preliminary plans and street profiles and as approved by the Board of Supervisors.
B. 
Streets shall be graded to the full width of the street right-of-way and with maximum slope ratio of two increments horizontally to one increment vertically shall be constructed commencing at the street right-of-way and extending on to the lots or properties adjoining the street right-of-way. This applies to both cut and fill sections.
C. 
Subgrade of street shall be brought to the required grade and contour, and properly rolled and compacted with a ten-ton roller. All soft areas shall be removed and recompacted with suitable material. All such work and the preparation of the subgrade shall require the approval of the Township Engineer before placing of any base course material.
A. 
In areas where springs, wet weather springs, poor soil drainage conditions, or where conditions exist that underground drainage is necessary to properly protect the proposed street pavement, there shall be constructed pipe underdrains, stone underdrains or subgrade drains according to the methods and standards of the current Pennsylvania Department of Transportation Specifications Publication 408 and any supplements thereto. Type of material, size of underdrain, design, location, length and amount of underdrain shall be subject to the direction and approval of the Township Engineer.
B. 
If, during construction, poor drainage conditions are encountered by the developer, he shall notify the Township Engineer of such conditions, and shall correct such conditions encountered to the satisfaction of the Board of Supervisors.
A. 
Storm drains shall be located within an identified right-of-way or in a drainage easement per Township approval.
B. 
Storm drains shall have a minimum diameter of 15 inches. Minimum grade for storm drains shall be 0.50%. All materials and methods of construction and installation shall meet and comply with the requirements of Commonwealth of Pennsylvania Department of Transportation's Publication 408, current edition, and their Standards for Roadway Construction Series RC-0 to 100, current edition.
C. 
End walls, head walls, inlets, catch basins, manholes, casting, grates, and covers of the type specified on the standards and specifications established by the Township Code, Appendix A, shall be installed as directed by the Township Engineer.[1]

D. 
Manholes and inlets shall be placed not more than 300 feet apart unless otherwise approved by the Board of Supervisors.
E. 
Manholes shall be placed at all changes in alignment and at all changes in grade.
F. 
Inlets may be substituted for manholes when recommended by the Township Engineer and approved by the Board of Supervisors.
G. 
Inlets (of the size and design specified by the Board of Supervisors) shall be constructed as required to intercept stormwater runoff along streets at intervals related to the extent and grade of the area to be drained.
H. 
In the design of storm drain installations, special consideration shall be given to avoidance of problems which may arise from concentration of stormwater runoff and diversion of the same over adjacent properties where damages may result.
I. 
Bridges and culverts shall be designed and constructed to support the anticipated traffic loads, to carry the maximum anticipated flows, and be constructed to the full width of the right-of-way where deemed necessary by the Board of Supervisors.
J. 
Detailed design plans of drainage system and facilities shall be submitted to the Township Engineer for approval with the preliminary application for approval of the subdivision and development plans.
K. 
Developer shall install storm drains in locations as required by the Township and obtain and furnish all releases, easements and rights-of-way for the installation and maintenance of the same, including release for the discharge of stormwater onto and across adjacent land.
A. 
The developer shall show in detail on his preliminary plans, the location, alignment grades, length, extent, type and specifications of curbing that he proposes to construct and install, and shall submit such plans and data to the Board of Supervisors for its review and approval.
B. 
No curbing shall be constructed or installed unless and until the approval for the same has been obtained from the Board of Supervisors.
(1) 
Concrete curbs shall be of the following types:
(a) 
Straight curb: eight inches by 24 inches.
(b) 
Battered curb: eight inches by nine inches by 24 inches.
(c) 
Rolled curb and gutter.
(d) 
Combined curb and sidewalk.
(e) 
Extruded concrete curb.
(2) 
Bituminous curbing shall be of the following type:
(a) 
Paved gutter or wedge and rolled curb.
A. 
The subgrade shall be prepared and brought to the grades, contours, widths and cross sections as shown on the plans, profiles and cross sections submitted by the developer to the Board of Supervisors and the same duly approved by said Supervisors.
B. 
The subgrade shall be properly rolled. All soft areas shall be removed and recompacted with suitable material. All such work and the preparation of the subgrade shall require the approval of the Township Engineer before the placing of any base course material.
An aggregate base, bituminous superpave course and bituminous seal course shall be installed to lines, grades and cross sections in accordance with the Township Code, Appendix A,[1] with all materials used and all construction methods performed in conformity with the latest edition of the Pennsylvania Department of Transportation Publication 408.
A. 
The crushed aggregate base shall be installed and constructed in accordance with the standards and specifications established by the Township in the Township Code, Appendix A.
B. 
The bituminous superpave binder course shall be installed and constructed in accordance with the standards and specifications established by the Township in the Township Code, Appendix A.

A. 
The final bituminous pavement wearing course shall be constructed to lines, grades and cross sections as approved with all material used and all construction requirements performed in conformity with the latest edition of the Pennsylvania Department of Transportation Publication 408, Subsection 420.
B. 
The pavement bituminous wearing course shall not be installed until 90% of the dwellings are completed and construction equipment is not using the roadway. All damaged base course shall be replaced using same depth and materials specified herein in Appendix A.[1] Any uneven base course shall be leveled with a bituminous leveling course. All repairs shall be completed and approved by the Township Engineer prior to the placement of the final wearing course.

In the areas and to the extent so designated by the Board of Supervisors the applicant or developer shall be required to construct concrete sidewalks. The sidewalks shall be constructed of portland cement concrete, be properly reinforced, be a minimum of four inches in depth, except at driveways where the walks shall be a minimum of six inches in thickness. Sidewalks shall be a minimum of four feet in width exclusive of the width of the curb.
The developer shall furnish and install street name signs at each street intersection in conformity with the type of materials, design and standards established and designated by the Board of Supervisors.
A. 
The Township Planning Commission and the Board of Supervisors may require the developer to construct and install or agree to construct and install sanitary sewers and appurtenances to serve the proposed subdivision or land development as a condition of approval of the subdivision or land development plans.
B. 
The developer shall submit the following information:
(1) 
The size and number of lots in the proposed subdivision.
(2) 
Area in acres of the land proposed to be subdivided or developed, plus the potential area in acres that may be added or developed adjacent thereto as a residual tract or as a separate subdivision or land development.
(3) 
Type of subdivision or land development, such as residential, institutional, recreational, commercial, industrial, or mixed use.
(4) 
Result of soil analysis and soil percolation tests taken upon the land proposed to be subdivided or developed.
(5) 
Location and availability of a public sanitary sewage collection and treatment system.
C. 
Installation of sanitary sewers, including house laterals, trunk, interceptor and collector sewer lines, manholes, and all other appurtenances shall comply with the specifications, standards, rules and regulations of the Township of Darlington, the municipal authority with jurisdiction, where applicable, and the Pennsylvania Department of Environmental Protection and subject to the approval and inspection of the same.
D. 
In areas where a municipal sanitary sewage system is not available or is not planned for the area or where capacity is insufficient or connection cannot be made, the developer may be permitted to install an individual septic tank and leaching field or a project or community type sewage disposal system subject to the approval of the design and installation of the same by the Township and the Pennsylvania Department of Environmental Protection.
E. 
In areas where a municipal sewage system is available, all properties within the subdivision or land development shall be connected thereto.
F. 
In areas where a municipal sewage system is in the design stages and is planned to be available but not yet constructed, house or service laterals shall be installed and extended into the center of the streets or rights-of-way and collector or interceptor sewer lines shall be installed in and along said streets and rights-of-way to the edge or boundary of the subdivision or land development to a point nearest to or most convenient to the planned municipal sewage system.
(1) 
Until such time as the municipal sewage system becomes available for service, individual septic tanks and leaching fields, or a modular type sewage disposal system, must be installed.
(2) 
In the event that a privately owned interim modular sewage disposal system is installed, a trunk line or interceptor sewer shall be provided to connect to the municipal sewage system at such time that sanitary sewerage becomes available or is projected to be available.
G. 
All individual properties now using private sanitary sewage facilities and all future properties requiring sanitary sewage facilities shall be connected to the public sewage system if and when such system is available.
A. 
The Township Planning Commission and Board of Supervisors may require the developer to construct or agree to construct a sanitary sewage treatment plant to serve the proposed subdivision or land development as a condition of approval of the subdivision or land development plan.
B. 
The developer shall submit the following information:
(1) 
The size and number of lots in the proposed subdivision.
(2) 
Area in acres of the land proposed to be subdivided or developed, plus the potential area in acres that may be added or developed adjacent thereto as a residual tract or as a separate subdivision or land development.
(3) 
Type of subdivision or land development, such as residential, institutional, recreational, commercial, industrial, or mixed use.
(4) 
Result of soil analysis and soil percolation tests taken upon the land proposed to be subdivided or developed.
(5) 
Location and availability of a public sanitary sewage treatment plant facilities and services.
(6) 
Estimate of the approximate number of gallons of sewage per day that the proposed subdivision or land development will generate.
C. 
Location, design, specifications, construction and installation of a sewage treatment plant shall require and be subject to approval of the Pennsylvania Department of Environmental Protection and the Board of Supervisors.
D. 
A building permit will not be issued for the erection, construction or placement of any building, structure, prefabricated structure, mobile home, house trailer or other mobile unit, irrespective of its use being residential, institutional, recreational, commercial or industrial purposes, either permanently or temporarily, until either:
(1) 
Connection to existing municipal sanitary sewage system and treatment plant facilities has been approved and/or assured with the posting of a financial guarantee;
(2) 
Installation of an individual sanitary sewage disposal system has been assured;
(3) 
Construction and installation of a sanitary sewage collection system and sewage treatment plan and facilities to serve the subdivision or land development has been approved and assured with the posting of a financial guarantee.
A. 
The Township Planning Commission and the Board of Supervisors may require the applicant or developer of land to construct and install or agree to construct and install water lines and fire hydrants to serve the area to be subdivided or developed as a prerequisite to the approval of the subdivision or land development plans.
B. 
If municipal water supply is available, could be extended or is definitely planned for the area of subdivision or land development, then provisions shall be made for its immediate or eventual use.
C. 
Private community type water well and water supply system projects shall be subject to the approval of the Pennsylvania Department of Environmental Protection, municipal authority with jurisdiction, when applicable, and the Board of Supervisors.
D. 
All water supply and water distribution systems and facilities shall be designed and constructed in conformance with the standards, specifications and requirements of Department of Environmental Protection, Board of Supervisors, and the municipal authority with jurisdiction, when applicable, or any other authority having jurisdiction over the same, and likewise shall require such authority's approval of the plans and the project in general.
E. 
Fire hydrants shall be installed at locations as specified and approved by the Board of Supervisors and the municipal authority with jurisdiction, when applicable.
Monuments shall be placed and set at all street block corners, angle points, points of curves in streets, property corners, and at intermediate points as determined by the Township Engineer. The monuments shall be of such size, length and material as approved by the Board of Supervisors.
In wooded areas or where other natural conditions exist in such a manner that their presence adds to the desirability of a subdivision or land development, the Board of Supervisors shall require that the applicant preserve as much of the existing vegetation, including original trees and natural conditions as is economically feasible, and require that a minimum of grading be done other than the grading and excavating which is required in the construction of the improvements in accordance with the improvement standards included herein and approved by the Board of Supervisors. In addition, the applicant shall adhere to the rules and regulations of the Pennsylvania Department of Environmental Protection, 25 Pa. Code Chapter 102, Erosion and Sediment Control.
All development and earthmoving activities required by applicable law under Pennsylvania Department of Environmental Protection, 25 Pa. Code Chapter 102, Erosion and Sediment Control, rules and regulations shall be complied with.
A. 
The Township shall notify the Department of Environmental Protection immediately upon receipt of an application for a building permit involving an earthmoving activity which affects five or more acres of land. In the alternative, and as directed by the Beaver County Conservation District, lots, tracts or parcels of one or more involving earthmoving activities shall be provided with an erosion and sedimentation control plan, as directed.
B. 
The Township will not issue a building permit to those developments where it has been determined that the earthmoving activities require a permit (or verification that no permit is required) from the Department of Environmental Protection, pursuant to 25 Pa. Code § 102.41, Erosion and Sediment Control, rules and regulations.
