The applicant shall observe the following general requirements and principles of land subdivision:
A. 
The proposed subdivision shall conform to the Building Zone Code of the Village of Centre Island,[1] the Official Map and the Master Plan, if any, affecting the area and the drainage regulations and Board of Health requirements of Nassau County for land proposed for subdivision.[2]

B. 
It shall be suitable for building sites and of such a character that it can safely be used without menace to health or peril from fire, flood or other menace.
A. 
The road or roads layout shall provide for the most advantageous development of the area covered by the plat submitted and of the entire neighboring area.
B. 
The arrangement of the road or roads in the subdivision shall provide for the continuation of the roads in adjoining subdivisions or for their possible future proper projection when adjoining property has not yet been subdivided, sofar as in the judgment of the Board such continuations or projections are necessary or desirable. New roads shall be as wide as such existing connecting roads but never less than 50 feet wide.
C. 
The width of road rights-of-way and paved areas shall be in accordance with §§ 100-21 to 100-27.
D. 
Culs-de-sac or dead-end roads shall be avoided where possible and, when permitted, dead-end roads shall not, in general, exceed 600 feet in length and shall be equipped with a turnaround paved roadway with a minimum radius of 40 feet for the pavement. If the plat is submitted in sections, culs-de-sac may be required by the Board to avoid dead-end roads until the adjoining section is completed.
E. 
Proposed rights-of-way shall be adjusted to the contour of the land so as to procure usable lots and roads of reasonable gradient.
F. 
No reserve strips controlling access to land dedicated or to be dedicated to public use will be permitted.
G. 
Wherever there exists a dedicated or platted road less than 50 feet wide adjacent to the tract to be subdivided, the adjoining part shall be platted so as to increase the right-of-way to a legal width.
H. 
Grades of all roads shall be the reasonable minimum but shall not be less than 0.3% or more than 5% for major and secondary roads and not less than 0.3% nor more than 10% for minor roads, unless otherwise authorized by the Board.
I. 
A continuous gradient shall be used to facilitate surface drainage to proper natural or artificial outlets.
J. 
All changes in road grades shall be connected by vertical curves.
K. 
Where practicable, the elevation of roads shall be lower than the elevation of abutting lots or property.
L. 
If the terrain is such that proper surface drainage of the proposed roads cannot be obtained, the applicant will be required to install adequate and proper subsurface drainage facilities as approved by the Commissioner of Public Works of Nassau County.
M. 
Road radii at intersections shall be not less than 20 feet, and property lines shall be adjusted accordingly unless otherwise authorized by the Board.
N. 
Minor or secondary road openings into a major highway shall be at least 500 feet apart.
A. 
All roads shall be graded to the proposed established cross-section grade to provide for pavement, drainage, utilities and driveways unless otherwise authorized by the Board.
B. 
All boulders and other obstacles within the right-of-way shall be removed. All trees which may interfere with traffic or which may be hazardous in the use of the highway shall be removed.
C. 
Road catch basins shall be of type and size specified by the Nassau County Department of Public Works.
D. 
Side banks shall be one vertical to three horizontal maximum slope, either up or down, to meet the natural grade.
The rights-of-way shall be in accordance with those shown on the approved plat of the subdivision and shall conform to the following:
A. 
Minor or residential roads shall have a minimum right-of-way of 50 feet.
B. 
Feeder or secondary roads shall have a minimum right-of-way of 60 feet.
C. 
The actual width of major roads shall be determined by the Board but shall not be less than 80 feet.
D. 
Gutters shall be two feet wide.
E. 
Shoulders shall be two feet wide.
F. 
Water main sleeves of two-inch inside diameter shall be installed under proposed paved roads for each plot not having access to mains on the near side of the road.
G. 
Gas main sleeves of two-inch inside diameter shall be installed for each plot under proposed paved roads where the lot has access to the water main on the near side of the road.
The pavement shall be located as shown on the typical cross-section map and shall be constructed in accordance with the following specifications:
A. 
Width. The pavement, including gutter slabs, shall be measured across gutters, and the width shall be 22 feet for minor or residential roads.
B. 
Material and construction (minimum).
(1) 
The subgrade shall be shaped to the approval cross section with all soft material removed and thoroughly compacted by rolling with a roller at least 10 tons in weight.
(2) 
Base course.
(a) 
A broken stone base shall be filled with small stone mechanically bonded to a compacted thickness of four inches minimum; or
(b) 
A macadam base of broken stone shall be penetrated with bituminous material not less than 1 1/2 gallons per square yard to a compacted thickness of four inches minimum.
(3) 
The top wearing course shall be bituminous concrete in accordance with Nassau County Department of Public Works specifications to a compacted thickness of two inches.
The gutter shall be located as shown on a typical cross-section map and shall be constructed in accordance with the following specifications:
A. 
Gutter slab, when required, shall be six inches thick, two feet wide (one-to-two-to-four mix) reinforced with six by 6 6/8 mesh.
No retaining walls shall be placed within the highway area.
Monuments shall be constructed of reinforced concrete. The top surface shall be six by six inches, the length or depth 30 inches and shall be installed not more than two inches above the finished grade after the pavement and gutters have been set.
Street signs shall be placed at all intersections and shall be constructed and installed as approved by the Board.
Stripped topsoil shall be left on individual plots.
All signs located on the premises shall comply with the provisions of the Building Code and Building Zone Code of the Village.[2]

It shall be the duty of the developer to inform prospective owners that there is no municipal collection of garbage.
If streetlights are installed in the subdivision, it shall be the duty of the developer to bear the cost of installation and maintenance, unless said installations are on state or County roads.
A. 
Side lines of lots, so far as practicable, shall be right angles.
B. 
All lots abutting on a major highway shall not have access to said highway but shall open on a minor residential road. The plat shall carry a note prohibiting access from such lots to the major highway, a declaration to that effect shall be recorded in the office of the County Clerk, and the deeds of these lots shall carry restrictions as may be approved by the Board.
A. 
Each applicant shall be required to furnish all necessary public utilities in and to the proposed subdivision and to install and construct all road improvements and drainage facilities in accordance with the minimum requirements set up by this Board, the Board of Trustees of the Village of Centre Island, the County of Nassau and the requirements of the utility companies.
B. 
Road lights and lighting standards, if required, shall be installed in accordance with the specifications of the Long Island Lighting Company or other public service or municipal corporation furnishing such utility in the area of development or otherwise in a manner satisfactory to the Board.
