There is hereby established a Youth Agency to study the local needs of youth and to create, coordinate and foster programs to promote the protection, health, education and welfare and well-being of the youth of the Town of New Milford. Notwithstanding the provisions of Charter § 704(a)(9), the Youth Agency shall include a Youth Services Bureau Advisory Board (AB). The AB shall be composed of at least seven individuals, including the categories of individuals described in § 2-103(b) below as required by and described in the Regulations of Connecticut State Agencies § 10-19m-2. Membership on the AB may, but shall not be required to, include general members of the Youth Agency.

(a) 
The general membership of the Youth Agency shall consist of five electors of the Town of New Milford plus statutorily required AB members identified in Subsection (b) below. The Mayor shall be an ex officio member and shall appoint two high school students selected by the Student Council of the New Milford High School as ex officio members. Ex officio members shall serve coterminous with their respective status as Mayor and students. The ex officio members shall have no vote.
(b) 
The Mayor shall appoint to the AB (either as an additional AB member or inclusive of the individual's membership in the Youth Agency) representatives from: 1) the New Milford Public School System, 2) the New Milford Police Department, 3) the local youth population, 4) a private youth service agency/provider, and 5) a consumer of Youth Agency services.
(c) 
The Mayor may also invite nominations from other social service agencies.
(d) 
All general and AB members shall be appointed by the Mayor, subject to the approval of the Town Council.
(e) 
The Mayor, with the approval of the Town Council, shall appoint three members to serve for three years and two members to serve for two years. Notwithstanding the foregoing, all AB members shall be appointed by the Mayor with the approval of the Town Council and shall serve for a term of three years.
(f) 
Unexpired terms of vacating members of the Agency and AB shall be filled by the Mayor with the approval of the Town Council.
(g) 
The Agency shall elect its Chair and such other officers as it shall from time to time determine.
(h) 
Members of said Agency shall serve without compensation.

The Agency shall have the power to adopt rules and regulations for the conduct of its meetings. A majority of the members of said Agency (exclusive of the AB) shall constitute a quorum, and said Agency shall hold regular meetings once a month. Special meetings shall be called by the Chair at any time and may be called upon the written request of any four members.

The Youth Agency shall continuously study the conditions and needs of the youth in the community in relation to housing, schools, employment, health, recreational, legal and other relevant matters. It shall review the services provided the youth by public and private agencies of the community and, when it deems appropriate, make suggestions pertinent to these matters, including any new developments relating to and involving the youth of the Town of New Milford. The Agency shall work to coordinate community services and develop and make recommendations concerning providing and delivering those services.

(a) 
The Agency shall have the power to employ a Director. Said Director must be approved by the Mayor. The Agency shall also be authorized to employ such other personnel as it may deem necessary and proper, provided that there shall be sufficient funds appropriated for the employment of such other personnel.
(b) 
Under the supervision of the Agency as provided herein, the Director shall have day-to-day responsibilities for the initiation, administration and implementation of all Agency programs and functions. The Agency shall formulate written guidelines for the specific duties of the Director. These guidelines shall be on file in the office of the Mayor and the office of the Agency Director and shall be available to the public.

The Agency may request appropriations to cover the expenses of the Youth Agency in accordance with the terms of the New Milford Town Charter. The Agency shall have the power to expend any funds appropriated by the Board of Finance for such purposes. Within the limitations of state law and the Town Charter, the Agency shall have the power to receive and expend private, public, federal and state grants, subject to the written approval of the Mayor; it shall also have the power to expend any funds which are donated, devised or bequeathed for programs and functions involving the Agency's activities and duly accepted by the Town.
