The Director of the Department of Engineering shall be the City
Engineer. The City Engineer shall be a licensed professional engineer
in the State of New Jersey. In lieu of appointing an individual engineer,
an engineering firm may be appointed, one or more members of which
shall be a licensed professional engineer in this state.
