(a) As used in this article, the terms "authorized games of chance lessor,"
"authorized organization," "authorized supplier of games of chance
equipment," "games of chance," "lawful purposes," "net lease," "net
proceeds," "one occasion" and "prize" shall have the meanings designated
in the definitions set forth in article 9-A [§ 185 et seq.]
of the General Municipal Law.
(b) The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
OFFICER
The chief of police of the city or a deputy chief of police
who shall be the "officer" designated in article 9-A [§ 185
et seq.] of the General Municipal Law as the chief law enforcement
officer of this city.

The New York State Racing and Wagering Board.

The common council finds the raising of funds for the promotion of bona fide charitable, educational, scientific, health, religious, patriotic and other worthy causes, where the beneficiaries are undetermined, is in the public interest, and that the mandate of section 9 of article
I of the state constitution, as amended, should be carried out by rigid regulations to prevent commercialized gambling, to prevent participation by criminal and other undesirable elements and to prevent the diversion of funds from the purposes authorized in this article.

The city clerk is delegated the authority granted to the common
council by article 9-A [§ 185 et seq.] of the General Municipal
Law in relation to the issuance, amendment and cancellation of licenses,
the conduct of investigations and hearings and the collection and
transmission of fees.

(a) It is lawful for any authorized organization, upon obtaining license as provided in subsection
(b) of this section, to conduct games of chance, subject to the provisions of law.
(b) No person, other than an authorized organization licensed under the
provisions of article 9-A [§ 185 et seq.] of the General
Municipal Law, shall be permitted to conduct games of chance within
the territorial limits of the city.
