There shall be an advisory water-sewer commission, known as
the "Utility Advisory Board of the Town of Newton," consisting of
five members appointed by the Council. Of the original appointees,
one member shall be appointed for one year, one for a term of two
years, one for a term of three years, one for a term of four years,
and one for a term of five years. Thereafter, all appointments shall
be for a five-year term. The members shall serve until their respective
successors are appointed and qualify.
The Utility Advisory Board shall advise the Manager with reference
to all matters concerning the water and sewer system of the Town.
The Utility Advisory Board shall organize annually and elect
a Chairman and a Secretary. The Secretary need not be a member of
the Board. The Board shall meet at least once a year or hold such
other meetings as may be required.
