Whenever any words or phrases are used in this article, the
meaning respectively ascribed to them in N.J.S.A. 39:4-204 of the
Revised Statutes of New Jersey shall be deemed to apply to such words
used therein.
Pursuant to the authority granted to this municipality by N.J.S.A. 39:4-197.5, the locations described in Schedule XVII (see § 307-67) are hereby designated as restricted parking spaces for use by persons who have been issued special vehicle identification cards, licenses or stickers by the division of motor vehicles pursuant to N.J.S.A. 39:4-205.
Only handicapped persons may park in designated areas. No person
shall park, stop or stand a motor vehicle any time in an area designated
as reserved for the benefit of physically handicapped individuals
unless such person is a handicapped person or is driving such handicapped
person for the handicapped person's benefit.
The terms and provisions of this article shall be enforced by the
Newton Police Department and such other persons as the Town Council
may designate to enforce this article.
Anyone who shall violate any of the provisions of this article shall
be fined $250 for the first offense, and at least $250 for each subsequent
offense and up to 90 days community service on such terms and in such
form the court deems appropriate, or any combination thereof.
