Any member of Borough Council, the Chief of Police or any authorized agent of the Borough shall have the right at any and all times to inspect any and all licensed taxicabs or limousines.
Each taxicab or limousine licensed under the provisions of this chapter shall have painted on both sides thereof the word "taxi" or "cab" or "taxicab" or "limousine" in letters at least four inches high or the name of the operating owner containing the words "taxi," "cab," "taxicab" or "limousine." Each taxicab or limousine so licensed shall also carry, in such a position as to be visible from the outside, an electric sign not less than five inches by nine inches, which shall be illuminated during the entire period from one hour after sunset until one hour before sunrise and shall plainly show the word "taxi" or "limousine."
Each licensee to whom or to which any license for the operation of any taxicab or limousine shall have been granted shall, within five days after obtaining the state license or renewal thereof for said vehicle, report in writing to the Borough Clerk the number or designation of said state license.
The Borough Council or the Committeeman of said Borough Council directing the Police Department of said Borough shall maintain constant vigilance over all taxicabs and limousines, shall require that they be kept in a condition of continued fitness for public use and shall cause inspection of the same to be made from time to time or upon the complaint of any person and as often as may be necessary. Reports in writing of all said inspections shall be promptly made to the Borough Clerk.
There is hereby reserved to Borough Council the right to make, by resolution of Borough Council, such rules and regulations in relation to the operation of taxicabs and limousines and the conduct of the operators thereof as it may from time to time determine to be necessary and proper and in the best interests of the citizens of the Borough. Any violation of such rules and regulations as made by resolution of Borough Council shall constitute a violation of this chapter, punishable as hereinafter provided.
A. 
The owner of each taxicab or limousine so licensed shall keep or require to be kept a written record of each trip made by the taxicab or limousine, showing:
(1) 
The Borough tag number.
(2) 
The date, time and place the cab was engaged.
(3) 
The place and time of discharge of the passenger.
(4) 
The number of passengers carried.
(5) 
The fare received.
(6) 
The taxicab or limousine driver's license number of the person driving the cab on the trip.
B. 
Such records shall not be destroyed for one year from the date of the trip and shall be kept within said Borough in readily accessible form and shall be accessible at all reasonable hours for inspection by the Borough Council or its accredited representative or by local, state, federal or military law enforcement agencies.
No person shall cruise on the streets of this Borough with any taxicab or limousine at any time for the purpose of soliciting passengers.
Each taxicab or limousine owner shall, every three months, cause each taxicab or limousine licensed pursuant to this chapter to be examined by a reputable mechanic, to be approved by Borough Council or the Committeeman of said Borough Council directing the Police Department, and thereupon cause to be filed with the Borough Clerk a written report prepared and signed by the mechanic, setting forth a description of the taxicab or limousine and certifying the date and the nature of his examination and inspection and that he found the vehicle to be in thoroughly safe condition for the transportation of passengers. The cost of said inspection and certification shall be paid by the licensee.
